PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding assessments for Sealcoating Improvement Project <br />#83-7, Autumn Heights, was called to order by Acting Mayor Gary Reimann at <br />7:33 p.m. on Tuesday, September 13, 1983 at the Ramsey Municipal Center, <br />15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br />Councilmember A1 Sorteberg <br />Councilmember Sue Van Wagner <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Attorney William Goodrich <br />City Building Official Clayton Berg <br />City Engineer Peter Raatikka <br />Reporter Carolyn Thompson <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />City Engineer Raatikka gave a slide presentation of project costs. <br /> <br />Jack Engels - 168th Lane NW - At the time he purchased his property, he <br />bought it as a cul-de-sac lot. Since then a through-street has been put <br />in and a house built with no building permit issued and the property owner <br />has never been assessed for street improvements. That party lived there for <br />3 years and sold and the new property owners are subdividing that 20 acres <br />into more lots. Mr. Engels stated that his property taxes are based on rates <br />set for cul-de-sac lots and there was never an existing road past his property. <br /> <br />Councilmember Reimann stated that the City does have a building permit on file <br />for Mr. Tweed with the address being 17000 Jackal. <br /> <br />Mr. Engels stated that when he contacted the City Staff they did not know <br />where 17000 Jackal is located and he feels that address is just a number that <br />Mr. Tweed pulled out of the air. Mr. Engels also stated that Mr. Tweed <br />crossed State park property putting in this through street and people have <br />been living there for years and have never been assessed for improvements. <br /> <br />Councilmember Reimann stated that maybe the cul-de-sac was designated <br />temporary so as not to land lock the property behind Mr. Engels' property. <br /> <br />City Engineer Raatikka noted that these same issues were brought out at the <br />original public hearing, the error has been corrected, and the property owners <br />has been added to the assessment rolls. <br /> <br />Mr. Engels also commented that the Cable T.V. issue is also a farce, that <br />it would be available to all Ramsey residents. <br /> <br />Councilmember Van Wagner replied that it was never said that cable would be <br />available to all of Ramsey. <br /> <br />Sp C/September 13, 1983 <br /> Public Hearing <br /> Page 1 of 2 <br /> <br /> <br />
