PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OP RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding assessments for Street Improvement Project ~83-15, <br />Beaudry's Second Addition and Unplatted Section, was called to order by <br />Acting Mayor Gary Reimann at 7:55 p.m. on Tuesday, September 13, 1983 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember Jean Schlueter <br />Councilmember Sue Van Wagner <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />City Building Official Clayton Berg <br />Reporter Carolyn Thompson <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />City Engineer Raatikka gave a slide presentation of project costs. He further <br />commented that this project is still under construction and in order to get <br />the assessments on the tax rolls for 1984 the assessment hearing is being <br />conducted prior to project completion. The figures stated are estimates but <br />are very close to the expected actual. Mr. Raatikka stated that the assessment <br />can be paid off with no interest 30 days from the date Council adopted the <br />assessment roll. The assessment will not be put on the tax rolls if it is <br />paid off prior to November 14, 1983. The assessment can be paid off any year <br />within the next 10 years if it is done so prior to November 14 of that year. <br /> <br />Fred Van Krevelen - 6941 152nd Avenue NW - Inquired if the City was going to <br />accept substandard roads or will the City make the contractor upgrade them. <br />Mr. Van Krevelen stated that the road back drains onto itself and there are <br />more than a dozen such 'birdbaths' in the area. This drainage problem could <br />mean major trouble in the future. Mr. Van Krevelen stated that the contractor <br />plans to patch the bad areas with an ~verlay~.-of fine material and the whole <br />area doesn't even look decent. <br /> <br />City Engineer Raatikka stated that he has viewed the area and is aware of the <br />drainage problem and the birdbaths it has created. <br /> <br />Mr. Van Krevelen then presented pictures of the area to Council. <br /> <br />Douglas Hamm - 6821 152nd Avenue NW - Inquired if the project costs will increase <br />because of the necessary rework. <br /> <br />Mr. Raatikka replied that the cost of the improvement cannot exceed the amount <br />on the bid that was accepted, any costs above that bid amount must be picked <br />up by the contractor. <br /> <br />Sp C/September 13, 1983 <br /> Public Hearing <br /> Page 1 of 2 <br /> <br /> <br />
