For Pet Clinic:

Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg
authorizing City Staff to call fo~ price quotes for the Ramsey Pet Clinic.

Motion carried. Voting Yes: Councilmembers Sorteberg, Reimann, Schlueter
and Van Wagner. Voting No: None. Absent: Mayor Gamec.

Councilmember Sorteberg suggested that the call for bids specify which shots
are to be offered and recommended that it be limited to rabies only, which is
all the State requires. Councilmember Sorteberg commented that he has heard
the argument from local veterinarians that the bids are awarded to out-of-town
doctors and they are allowed to offer several types of vaccinations and this
takes business away from the local veterinarian.

Councilmember Schlueter stated that she made the same suggestion at the last
pet clinic and she was told that rabies is not the only disease presenting
a saftey hazard to the public.

Councilmember Reimann stated that as long as the City is going to spend the
time to put on this pet clinic, he would rather see more than just rabies
offered.

Councilmember Schlueter noted that the citizens bring in their pets in order
to obtain a 'good deal' on the shots but they are not licensing their pets.

Jeanne Moen, who has worked at the pet clinic, stated that participants in
the clinic are checked for licenses but there is no policy stating they
cannot participate in the clinic if they are found to be unlicensed.-

Dick Sieber recommended that licensing be offered at the same time and place
as the clinic and that Council adopt a policy stating that participants must
be licensed and he also recommended that distemper be offered along with
the rabies.

Motion by Councilmermber Sorteberg and seconded by Councilmember Van Wagner
that rabies and ~stemper will be the only shots offered at the Ramsey
Pet Clinic, residents of Ramsey must be llcensed~ln order to participate~
S t bd~u~ c 1 ~'
Motion carried. Jim Perkins of the American Business
Insurance Agency stated that he would like to have the opportunity to have his
agency considered. Mr. Perkins stated that the League of Minnesota Cities
became involved in insurance in 1981 because of cities strong need for
competitive coverage and insurance pricing has reduced substantially because
of these competitive pressures. Mr. Schnelle stated that the City is satisfied
with the rates they have been getting but he would like the opportunity to

Sp C/September 13, 1983
Page 9 ~f 15
