Councilmember Schlueter inquired as to how much bearing the right-of-way <br />for a future service road has on this case. <br /> <br />Building Official Berg stated that the right-of-way issue could be addressed <br />in the development agreement. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to <br />approve of the site and design plan submitted by Cross of Hope Lutheran <br />Church with the following condition: <br /> <br />1) That Cross of Hope Lutheran Church convey a 50' service road easement <br /> to the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #5: Public Utility Assessment Ordinance (Sanitar~ Sewer, Water, Storm <br /> Sewer, Etc.) Reconsideration: <br /> <br />City Attorney reviewed with Council a letter dated July 26, 1983 from City <br />Administrator Schnelle, City Building Official Berg, Larry Koshak of Hakanson/ <br />Anderson and City Attorney Goodrich to City Council, regarding assessment <br />policy ordinance. <br /> <br />Regarding the alternative proposed in this subject letter, particularly that <br />portion which refers to City Council making a decision whether to require <br />cash or a letter of credit from a developer, Mr. Goodrich stated he will not <br />go on record as saying there won't be some subjective decisions, an auditor <br />can provide criteria to Council on which to base their decisions but an <br />auditor cannot make a decision for Council. <br /> <br />Mr. Schnelle stated that wording should be included in the ordinance to the <br />effect that all platted areas and single unplatted homes are not subject to <br />sanitary sewer or trunk assessments unless they request that service, but <br />this policy does not apply to storm sewers. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to <br />direct City Staff to amend Ordinance ~83-4 and ~83-5 in accordance with Mr. <br />William Goodrich's memo of June 22, 1983 as amended by the July 26, 1983 memo <br />of Mr. William Goodrich, Mr. Lloyd Schnelle, Mr. Clayton Berg and Mr. Larry <br />Koshak; and further to provide to Ramsey City Council, at their next regular <br />meeting, the amended text for Ordinance #83-4 and #83-5 for Council review <br />and approval. <br /> <br />Further Discussion: Councilmember Schlueter wished to go on record as stating <br />that she is in favor of the subject ordinances as they are presently written, <br />that her 'yes' vote to this motion is in regards to having the amended text <br />being brought to Council for review. <br /> <br />Motion carried. Voting Yes: Mayor Gamee, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #7: Adoption Of Ordinance Regarding Burning In The City Of Ra~sey: <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to <br />approve of adopting Ordinance #83-7 an ordinance regulating the issuance of <br />burning permits. Further, that the above ordinance be published in the <br />official City newspaper, the Anoka County Union.
