Council set a special meeting for August 15, 1983 to conduct a Board of Adjustment
public hearing regarding Dickenson Line's request for a zero lot line variance.

Mr. Howard Becker stated that he would supply Mr. Berg with footings plans
and that construction in affected areas would be delayed until variances are
approved.

Mr. Berg requested a complete set of plans as soon as possible.

Mayor Gamec suggested that Mr. Becker meet with Mr. Berg to make sure all
requirements are fulfilled and the project will be ready for approval on August
15, 1983.

Councilmember Van Wagner suggested that Dickenson Lines get all legal matters
with Prestress settled prior to August 15, 1983.

MISCELLANEOUS

Ramsey Jaycees -

Larry Anderson, State Delegate for Ramsey Jaycees was present and stated that
they are trying to plan a 'I Love Ramsey Day' for September 17, 1983.
Mr. Anderson stated that the festivities would include music, dancing, bingo,
beer, video games, child care, children's movies, car smash, pig roast, games,
balloons, dump tank, refreshments, clowns, satellite bathroom facilities,
first aid station and security. He stated that 50% or more of the proceeds
will be donated to Ramsey City Park funds. Mr. Anderson requested that Council
take appropriate action to approve the beer, bingo and video game permits.

Mr. Goodrich stated that City policy at one time was that no alcoholic beverages
be sold on City property and inquired if Council wanted to bury that policy.
He also noted that there is no State law regarding alcoholic beverages on City
property.

Mr. Anderson stated that the Jaycees do have dram insurance and Mr. Goodrich
requested that a copy of that insurance be provided to Ramsey City Offices.

Council was in favor of the idea of an "I Love Ramsey Day" and hopes that it
will become an annual event.

Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner to
approve Ramsey Jaycee's application for the following licenses:

Beer
Bingo
Video Games

Further, that this approval is contingent upon the Ramsey Jaycee's providing
the City Attorney with copies of insurance for review.

Further Discussion: Mayor Gamec requested from Mr. Anderson a letter noting
tentative hours of each operation (beer, bingo, video games). Councilmember
Reimann suggested that Mr. Anderson discuss the project with Ramsey Chief of
Police. Mr. Schnelle stated that the Chief of Police won't have any objections
if Council approves.

C/July 26, 1983
