meeting. Staff would suggest this be discussed sooner, rather than later. As previously
discussed, it is probably better to discuss the design earlier in the year.

Councihnember Strommen indicated she would like more time to review the fiscal impact
analysis, which was just presented to the Council.

Councihnember Cook stated he thinks it is important to get onto the planning. It will take a long
time to do the planning, and the further they push this forward it will push it into next year. He
stated the analysis presented a very positive outlook on the City's future.

Councihnember Elvig commented he would appreciate a couple of weeks to look at the analysis.
I-te was enlightened by what he saw, but there are some issues to be looked at. It would be a
concern to have any type of tax increase over the next few years.

Assistant City Administrator Nelson explained $188,000 for the Schematic Design and Visioning
£or the City Hall includes the following:

BKV Group, Architect:
3D/I, Construction Manager:
Soil Borings:
Site Survey, Topographical Study:

$155,000
28,000
3,000
2,000

Counci hnembcr Kurak inquired about the interest in the Equipment Revolving Fund.

Finance Officer Lund explained the Equipment Revolving Fund is allowed to do inter-fund
loans, which do not have to consist only of the interest earnings.

Councilmember Kurak noted there is a large cushion in the fund from the interest. She feels
more comfortable knowing that is where the money is coming from. Her problem is timing, as
with the majority of this Council turning over it is a real risk politically to bring this issue out too

soon.

City Administrator Norman indicated this topic will be put on the agenda of the next City
Council meeting.

Councihnember Zimmerman inquired about the construction of Sunwood Drive and Rhinestone
Street.

Assistant Public Works Director Olson replied Sunwood Drive will be going in fi'om Ramsey
Boulevard to Armstrong Boulevard and Rhinestone Street will be going in from Sunwood Drive
to Bunker Lake Boulevard. There will be turn lane improvements at the county roads at each of
those intersections. The developer is installing East Town Center Parkway from Ramsey
Boulevard to Town Center Drive, and Peridot Street from Sunwood Drive up to Highway 116.

Councihnember Zimmerman inquired if the parking ramp will be constructed this year.

City Council Work Session/March 9, 2004
