owner of this property to utilize this area for outside storage. The Planning Commission
recommended that the City Council approve the interim use permit request.

Councilmember Elvig stated he visited the site a couple of different times. As he recalls, the
concern started with more being stored there than just the trailers at one time. When he went out
to the site it had already been cleaned up, but it did not stop the issue. It is difficult to do storage
on this odd shaped lot. This is not the other people's property; they gaze across Mr. Rockow's
lawn to see the lake. He would think the trailers, as opposed to the building, would make sense.

Councilmember Kurak concurred. She stated there was nothing she could see that was terribly
out of line. There was one trailer and it was clean. The neighbors did not want the building, and
she thinks an interim use permit would be more in order.

Motion by Councihnember Elvig, seconded by Councilmember Kurak, to adopt Resolution #04-
03-076 adopting Findings of Fact #0666 relating to Jeff and Barbara Rockow's request for an
interim use permit to allow for outside storage of commercial equipment in the front yard of a
residential property.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Pearson,
Strommen, and Zimmerman. Voting No: None.

Motion by Councilmember Elvig, seconded by Councilmember Pearson, to approve Mr. and
Mrs. Rockow's request for an Interim use Permit, based on the findings of fact, to allow for the
outside storage of commercial equipment in the front yard of a residential property for a period of
five (5) years and adopt Resolution #04-03-077 declaring terms of the same.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak,
Stronnnen, and Zimmerman. Voting No: None.

Councihnember Cook inquired if the fees could be reduced for the applicant, as he started
constructing a building due to his neighbors wanting something done.

Mayor Gamec replied that is nice gesture but there is a set fee; if it is not followed, others will be
asking for the same thing in the future.

Case #6: Request for a Home Occupation Permit; Case of James Corolewski

Community Development Director Frolik explained the City has received an application from
James Corolewski for a home occupation permit to establish a gunsmithing service in his home
located at 155 l 1 Basalt St. N.W. Mr. Corolewski is retiring from his full time employment this
May and would like to establish a part-time gunsmithing service in his home. The shop is
proposed to be located in the lower level of the home. The applicant will be the sole employee.
Proposed hours of operation are 10:00 a.m. to 2:00 p.m. Monday through Friday, 10:00 a.m. to
Noon on Saturday, and all other hours would be by appointment only. The Planning
Commission conducted a public hearing on March 11th and recommended approval of the request

City Council/March 23, 2004
