Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Strommen, Cook, Elvig, Kurak, and Pearson. Voting No: None. Case #9: Receive Bids and Award Contract for 145th Lane/146th Avenue Sidewalk Installation Improvement Project #03-28 Assistm~t Public Works Director Olson explained this improvement project consists of installation of concrete sidewalk along 145th Lane from Sunwood Drive to Potassium Street, and along 146Ih Avenue fi'om the west boundary of Chestnut Hill 2nd Addition to Potassium Street. Authorization to advertise for bids was ordered on February 24, 2004, and bids were received on Friday, March 19, 2004. North Country Concrete, Inc. presented the lowest bid. There was a bit of a discrepancy in the proposals, however, staff does not feel it was significant in a manner that would result in re-bidding a project. Staff recommends awarding this project to North County Concrete, Inc., the low bid contractor, in the amount of $77,582.75. Motion by Councilmember Zimmerman, seconded by Councilmember Cook, to approve Resolution//04-03-080, awarding Project #03-28, 145th Lane/146th Avenue Sidewalk Installation to North County Concrete, Inc. in the amount of $77,582.75. Councilmember Zimmerman clarified there will be no assessments for the adjacent property OwFIeI'S. Assistant Public Works Director Olson responded there will not be. Councihnember Kurak asked how long the project will take, and if the property owners will be inconvenienced. Assistant Public Works Director Olson replied the property owners will be inconvenienced. He explaincd there is a stringent schedule with this project, as they would like to have it completed before school opens. Work will be restricted to the hours of 9:00 a.m. to 4:00 p.m. every day. There will be times when sidewalks and aprons will be poured for individual driveways and the property owners will have to park in the street. The Public Works Department will work with the Police Department to be sure the vehicles are allowed to be parked on the street overnight for a number of days, and they will notify the property owners. Staff plans to get more information fi'om the contractor on his timeline and where he will begin. They will then put out a notice to the residents and let them know what to expect. Before anyone's driveway is rendered useless they will communicate with them to get their car moved out and inform them of what to expect. Motion carried.
