Councihnember Kurak explained one of the statements made by City Administrator Norman that <br />troubled her was that Town Center had experts saying what market realities are and it was time <br />the City gets their own market realities. She has no objection to that, but she questions why they <br />are making Town Center pay twice for market studies, and she is not sure that is the job of City <br />government. Things need to adhere to the standards the Council has set in place. She feels <br />uncertain of saying they will have people on a board doing market studies. <br /> <br />City Attorney Goodrich explained Town Center has an engineer and the City reviews everything <br />they present. The City also needs to have input into the market studies. The City is paying for a <br />lot of the infi'astructure and they have a big stake to see that the outcome is done well. Marketing <br />is a very important thing to make sure this succeeds, and along with the engineering and the <br />architectural design, marketing needs to be included. City Administrator Norman's words were <br />to the effect that they need to have a sum review of the marketing as well, because they do not <br />have anyone on their staff that can do that; it is a professional area. <br /> <br />Councihnember Kurak stressed the importance of making certain they are not double dipping. <br />She stated she does not want to see the City come into legal problems because they are not <br />watching how they are billing. <br /> <br />City Attorney Goodrich replied the City is very mindful of that. <br /> <br />Councilmember Kurak stated she would like to have that information come back to the Council <br />so they can start watching to make sure it does not happen. <br /> <br />City Attorney Goodrich replied staff planned to have the Council review what has been billed to <br />Town Center in the first three months. <br /> <br />Councilmember Strommen commented she believes this is a more efficient process and <br />hopcfitlly this will cut down on costs, rather than finding out their staff does not have the <br />expertise and then hiring out. With this Review Board they will have people that will be familiar <br />with the project. <br /> <br />Councilmember Zimmerman stated a group like this could cut down on time, but he is concerned <br />that there should be more balance. There are seven members on this board and four of them are <br />City staff. There should be more representatives of Town Center LLC. <br /> <br />Councihnember Cook concurred. He stated they will have issue after issue coming forward with <br />Town Center and they should catch them in advance. They need to get Town Center LLC's input <br />on what they see as a vision with the City. He wants to make sure that they work with that when <br />it comes to roads, crosswalks, and colors. <br /> <br />City Attorney Goodrich explained one member of this group will be from Ramsey Town Center. <br />Their input will be there and they will not be precluded from bringing people they want to <br />meetings.
