Case #2: Report from Finance Committee <br /> <br />1) Consider Purchase of Finance Printer with Equipment Replacement Funds <br /> <br />Councihnember Elvig explained one of the LaserJet printers in the Finance Department is in <br />need of replacement. Staff is requesting that funds in an amount not to exceed $2,025 be utilized <br />from accumulated depreciated monies in the Equipment Replacement Fund. <br /> <br />2) Warning Siren Replacement <br /> <br />Police Chief Way explained the City has 17 warning sirens in different areas of the City that were <br />installed in 1988. The life expectancy of these sirens was placed at ten years. The City replaced <br />three sirens in 2003 and has money budgeted this year to replace two more. One other siren has <br />been replaced twice since 1988 due to lightening strikes. Money is budgeted this year for the <br />replacement of two sirens. There is approximately $112,738 in the Equipment Replacement <br />Fund for warning sirens, which is the depreciable money from 11 sirens obtained in 1988. With <br />the fimding at current costs, the City would be able to replace approximately seven more sirens. <br />Staff is recommending that four additional sirens be purchased from the Equipment Replacement <br />Fund to replace four warning sirens that are currently not working to full capacity. This would <br />result in the City purchasing six sirens for 2004. <br /> <br />Councilmember Cook asked if there will be a revolving fund for these replacements once the <br />City has satisfactory sirens. <br /> <br />Police Chief Way replied ideally this would be the situation. After these replacements, 10 of the <br />17 sirens will be new. <br /> <br />Finance Officer Lund explained the sirens are depreciated over ten years. All 17 of the sirens <br />were purchased at one time in 1988, which is why they are in the situation of purchasing them all <br />at once. She explained after the proposed purchases there will probably be enough left in the <br />fund to purchase three additional sirens. The General Fund will have to front the total amount of <br />the sirens in the upcoming years. <br /> <br />Mayor Gamec requested Police Chief Way to include the needed funds for future replacements in <br />the budget. <br /> <br />Councilmember Elvig noted a slightly higher caliber of sirens will be purchased, which are more <br />powerfid. This will give inore of an overlap, and when sirens start to break down and are not as <br />loud it will give them an opportunity to stretch this out more. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to ratify the <br />recommendation of the Finance Committee in Case #1 and Case #2 which is to adopt Resolution <br />#04-03-073 authorizing purchase of HP LaserJet Printer with funding to be obtained from the <br />Equipment Replacement Fund in an amount not to exceed $2,025 and Resolution #04-03-074 to <br />replace four warning sirens from the Equipment Replacement Fund. <br /> <br />City Council/March 23, 2004 <br /> Page 8 of 26 <br /> <br /> <br />
