Voting No: None. 3) Consider Proposal from BKV Group and 3D/I for Schematic Desigu and Visioning for New City Hall/Police Department and Authorize an Inter-Fund Loan from the Equipment Revolving Fund Assistant City Administrator Nelson explained during the regular meeting of January 27, 2004, the Council reviewed a proposal from BKV Group and 3D/I Group for schematic design and visioning for the new City Hall and Police Facility. This was done prior to the completion of the fiscal impact study, which was presented to the Council at the March 9, 2004 work session. This initial proposal is for schematic design, which entails site work for where the building would be situated on the site, aesthetic work, and also some visioning to get public input about the use of thc building and the project. The proposal from BKV Group and 3D/I is for $188,000, which would be to complete the schematic design and visioning. During this interim period prior to such time that bonds could be issued, an inter-.fund loan from the Equipment Revolving Fund would be utilized. Councihnember Elvig noted this is for design work only, which may take from 1 to 1 ½ years. The Finance Committee requested budgeting ideas from BKV Group and 3D/I about what the structure should cost, and comments were also made about making sure there is public input on this for the visioning and designing process. Councihnember Kurak stated the money used for this will be coming from the Revolving Equipment Fund, which has been set up since the old City Hall was built and added to every year. If this does not come to fruition and they do not build the City Hall the funds are being taken fi'om a place that is planned for this use, they are not coming from the General Fund. Councihnember Elvig stated this amount is not to exceed $188,000. Design takes time and a lot of the positioning of the Town Center requires knowing the flow of this City Hall, which will be built some clay. They need to determine how the City Hall will be positioned. The motion by the Finance Committee was to pass this to the City Council for their consideration contingent on passing the Five Year Strategic Plamfing Goals, which was passed earlier in this meeting. The motion now would be to move for consideration of the approval. Councihnember Strommen noted the other thing the Finance Committee requested was to schedule an agenda item on a work session to continue to look at the financial impact of City Hall and other projects. Councilmember Elvig requested this discussion be scheduled in the next two weeks to stay on top o f the financial ramifications of these projects. Motion by Councihnember Elvig, seconded by Councilmember Cook, to ratify the recommendation of the Finance Committee for Case #3 which is to adopt Resolution #04-03-075 City Council/March 23, 2004 Page 9 of 26
