Voting No: None. <br /> <br />Case//3: Report fi'om Personnel Committee <br /> <br />1) Consider Authorization to Hire a Public Works Maintenance Worker <br /> <br />No action necessary. <br /> <br />Case #4: <br /> <br />Request for Special Events Permit; Case of Gary Gruber, Diamonds Sports <br />Bar and Grill <br /> <br />Police Chief Way reported staff received a request from Gary Gruber, owner of Diamonds Sports <br />Bar and Grill, for a Special Events Permit. The event is an outdoor music concert to be held on <br />Saturday night, June 19, 2004. There will be live music from 7:00 p.m. to 11:00 p.m. Staff has <br />informed Mr. Gruber that he must have a minimum of two Ramsey Police Officers on site, even <br />though the plan is to have hired security present. <br /> <br />Police Chief Way explained when the 2004 rates and fees were adopted Council stated that the <br />fee for a special events penait would be determined per event by the City Council. As per staff's <br />request, Mr. Gruber has placed $1,000 into an escrow account to pay for billable staff time, and <br />an additional $500 into an escrow to guarantee clean-up after the event. Any monies left in the <br />escrow account following the event will be reimbursed to Mr. Gruber. If for some reason there is <br />a shortage, Mr. Gruber will be billed for that amount. <br /> <br />Councihnember Kurak inquired about parking. <br /> <br />Gary Gruber, applicant, explained this will be Diamond's first outdoor concert in about tlm-ee <br />years, The parking situation is completely approved; it just needs to be rubber stamped from the <br />Vo-Tech where they will be parking cars. Their site will not hold all the cars from the concert <br />and a softball touman~ent going on during the day. They have also arranged a shuttle service <br />using the lot at J.R.'s Outpost. <br /> <br />Councilmember Strommen inquired how the fee parameters would be set, as the Council had <br />previously discussed this and decided it would be dealt with when it came up. <br /> <br />Finance Officer Lurid replied the fee would be based on the staff time of 2.75 times the hourly <br />rate, which is what the escrow will cover. <br /> <br />City Council/March 23, 2004 <br /> Page 10 of 26 <br /> <br /> <br />
