Voting No: None. <br /> <br />The public hearing was closed at 8:12 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 8:12 p.m. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to introduce an <br />ordinance to vacate the easement for drainage and utility easements on Lot 14, Block 4, <br />Highlands at River Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, Cook, Elvig, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #3: Report from Personnel Committee. <br /> <br />Human Resources Manager Reed explained staff met with the Personnel Committee regarding <br />the following five cases: Authorization to Begin the Recruitment Process for an Engineering <br />Technician II, Consider Ending Probationary Period for Civil Engineer 1I, AFSCME Contract <br />Negotiations, LELS Contract Negotiations, and 2004 Wages and Benefits for Non-Represented <br />Employees. <br /> <br />1) <br /> <br />Authorization to Begin the Recruitment Process for an Engineering <br />Technician II <br /> <br />Human Resources Manager Reed explained in December 2003, the City Council approved the <br />City's 2004 budget. The budget included the following positions, which the City has hired for or <br />is in the process of hiring for: Patrol Officer (1FTE), Building Inspector (.5 FTE), Fire Inspector <br />(.5 FTE), Public Works Maintenance Worker (1 FTE), and Information Technology Manager (1 <br />FTE). The City Council also approved an Engineering Technician II position to be created in <br />2004. At this time, staff is requesting authorization to begin the recruitment process for an <br />Engineering Technician II position that may also perform public works maintenance activities <br />during the off season. <br /> <br />Human Resources Manager Reed explained the Engineering Technician 1I position will be an <br />entry-level technical and non professional support position that will perform engineering work <br />including drafting, land surveying, plan review, and other duties related to public service. This <br />position will be paid for, at least in part, with billable time. <br /> <br />2) Consider Ending Probationary Period for Civil Engineer II <br /> <br />Human Resources Manager Reed explained Leonard Linton was hired as the Civil Engineer II <br />effective September 2, 2003.
