They request that when the City focuses their interchange projects <br />on Highway 10, that they consider working on Ramsey Boulevard before the future 116 <br />Interchange and Armstrong Boulevard. Staff is in agreement and would suggest the additional <br />bullet as stated. <br /> <br />Councilmember Elvig stated he agrees with the statement, but does not agree with how they got <br />it. The overall community will be looked at, not just the Town Center. <br /> <br />Motion by Councilmember Cook to adopt the Five-Year Strategic Planning Goals and Action <br />Steps. <br /> <br />Motion died for lack of a second. <br /> <br />There was considerable discussion concerning amendments to the plan. <br /> <br />The consensus of the Council was to direct staff to make the following amendments to the City <br />of Ramsey Five Year Plan of Strategic Planning High~Priority Goals: <br /> <br />Goal 3, bullet point 5: <br />If necessary, begin land and easement acquisitions. <br /> <br />Goal 4: <br />Implement a City Hall project. <br /> <br />Goal 5, bullet point 1: <br />Analyze the needs for new municipal facilities <br />acquiring land through the CIP process. <br /> <br />and develop strategies for preserving and <br /> <br />Goal 5, bullet point 2: <br />Discuss with the school districts serving the City regarding future school district needs. Preserve <br />land for future educational facilities. <br /> <br />Goal 7, additional bullet point to be first: <br />Develop a transportation plan that identifies priorities and outlines strategies for a plan of action <br />for the community's transportation needs. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to direct staff to amend <br />the City of Ramsey Five Year Plan of Strategic Planning High-Priority Goals as listed above and <br />to implement the plan. <br /> <br />Councilmember Zimmerman questioned the language in goal 3, bullet point 4. <br /> <br />City Administrator Norman explained the language is meant to protect undeveloped areas from <br />large lot development without negatively referring to 2.5 acres. <br /> <br />City Council/March 9, 2004 <br /> Page 15 of 22 <br /> <br /> <br />
