The consensus of the Council was to make the following additional amendment: <br /> <br />Goal 3, bullet point 5: <br />Develop policies and ordinances that implement an orderly transition of land to facilitate the <br />Goal. <br /> <br />Councihnember Elvig withdrew the motion on the floor. <br /> <br />The consensus of the Council was to amend the City of Ramsey Five Year Plan of Strategic <br />Planning High-Priority Goals with the amendments listed above. <br /> <br />Assistant Public Works Director Olson noted it would be beneficial to have this plan in place for <br />the joint Planning Commission/Council meeting next week. <br /> <br />Councilmember Strommen suggested staff type the corrected document and send it to the <br />Planning Commission prior to the joint meeting. <br /> <br />City Attorney Goodrich indicated the corrected document will be included in the weekly update. <br /> <br />Case #9: Report from the Public Works <br /> <br />Councihnember Zimmerman reported the Public Works Committee met on Tuesday, February <br />17, 2004 and discussed the following cases: <br /> <br />Case #1) 2004 Capital Equipment Update <br /> <br />Councilmember Zimmerman reviewed the 2004 Capital Equipment Update. He explained no <br />action was necessary. <br /> <br />Case #2) Consider Assessment Policy Regarding Townhomes <br /> <br />Councilmember Zimmerman reported staff had previously been directed to survey other <br />communities and report on the methods they employed in their assessment policy regarding <br />townhomes. The committee voted unanimously to accept staff's recommendation of utilizing a <br />frontage basis for assessment. <br /> <br />Assistant Public Works Director Olson explained the following motion was made by the <br />committee: <br /> <br />"Whenever possible, townhomes shall be aggregated into individual projects having a <br />single land use. In instances where townhouse units must be combined with single family <br />units, it shall be the policy to assess the townhouse units a number of assessment units <br />equal to the frontage of the townhouse units divided by the average frontage of the single <br /> <br />City Council/March 9, 2004 <br /> Page 16 of 22 <br /> <br /> <br />
