family units. Also to direct staff to amend the 2004 street maintenance program to reflect
the new policy."

Assistant Public Works Director Olson explained in the case of Rum River Hills there was 1.8
assessable units, so the twelve units in that association will receive more of an assessment than
they would have using the current practice of assessing one lot per pin number. However, they
are also responsible for the construction of their own streets and those assessments will be bore
by them in the future.

Mayor Gamec inquired what portion of the assessment would go to Rum River Hills.

Councilmember Zimmerman responded it would be approximately 12 percent. He stated it
should be somewhere in line with the other cities.

Mayor Gamec clarified there would not be an assessment if a townhouse development comes out
on a MSA street or a county highway and all the streets within the development are association
maintained.

Assistant Public Works Director Olson responded that is correct, unless the association abuts
another public street. In that case they will be assessed as much front footage as a single family
home average. The development would be charged because the cost to improve that section of
roadway is directly relational to the amount of pavement in front of their place.

Mayor Gamec inquired about the case of a major thoroughfare through a townhouse
development.

Assistant Public Works Director Olson explained in the instance that the public road through that
subdivision would be redone; every one of those units would receive one charge. These charges
would be charged to the association and the association would pay for the road improvements
and bill it out to the development.

Councilmember Cook noted at the golf course there are 12 units and they will be charged at 1.8
frontage. This will be bore by all the units, not just those on the road.

Councilmember Zimmennan stated there are 12 units there and they each have a husband and
wife and a car, which makes 24 cars. He feels they should pay up on this. They use the road as
much as any single family owner and he thinks the method of splitting frontage and units does
not work well. Ramsey should be in line with other communities.

Councihnember Cook stated with this reasoning if he has six people in his house he should pay
more than someone with two people. He stated they are passing this as a committee and the
committee voted to move this forward. It is wrong for Councilmember Zimmerman to argue
against the committee's motion on this.

Mayor Gamec noted the Council ratifies this decision and the committee has no authority.

City Council/March 9, 2004
