Assistant Public Works Director Olson indicated there was a discussion about the feasibility of <br />constructing an open chase, rather than a conduit. There are discussions cun-ently underway with <br />the developer preparing the streetscape plan that is looking into the feasibility of installing the <br />chase as part of that plan. The consensus of the committee was to direct staff to research that <br />ability and they are currently doing that. <br /> <br />Case #10: <br /> <br />Adopt Resolution Accepting Plans and Specifications and Authorizing the <br />Solicitation of Bids for Improvement Project #03-29, MSA Streets in Ramsey <br />Town Center (Consent Agenda #8) <br /> <br />Assistant Public Works Director Olson reported the final plat for Ramsey Town Center Addition <br />requires a public improvement project consisting of bituminous surfacing, drainage <br />improvements, sanitary sewer, watermain and miscellaneous improvements on Sunwood Drive <br />from Ramsey Boulevard to Armstrong Boulevard and Rhinestone Street from Sunwood Drive to <br />Bunker Lake Boulevard. The estimated cost for this section of roadway was 4.4 million dollars <br />with a bridge over Rhinestone Street at a cost of $540,000. The total is just over 5 million <br />dollars. The estimates for the costs were included in the CIP and were upwards in the 8.6 million <br />dollar range. There is a streetscape plan being put together and it is anticipated the City will be <br />responsible for some costs. These costs include lighting and concrete walk. <br /> <br />Assistant Public Works Director Olson explained the cost estimate is based on a bituminous <br />cross section and there have been discussions in the recent few days about the possibility of using <br />concrete downtown. If Sunwood Drive were to be changed to concrete rather than blacktop it <br />would add approximately $600,000 on top of the 5.016 million dollars. The 5.016 million <br />dollars also includes the Anoka County roadways that are directly adjacent to Rhinestone Street <br />and Armstrong Boulevard. Sunwood Drive is estimated at 2.5 million dollars, Rhinestone Street <br />is estimated at 900,000 dollars, and Anoka County roadway improvements are estimated at just <br />over 1 million dollars. The bridge that would be in Rhinestone Street is separated from that and <br />estimated at $540,000, which makes the total for Rhinestone Street 1.4 million dollars. He <br />advised if Sunwood Street were to be changed to concrete they would go all the way from <br />Ramsey Boulevard to Armstrong Boulevard, which would add about $600,000. Rhinestone <br />Street would add about $200,000 because there is already a bridge deck. <br /> <br />City Administrator Norman noted in many town centers with urban mixed use concrete is used, <br />and the crosswalks are colored concrete with a print that resembles a cobblestone crossing. <br /> <br />Councilmember Strommen indicated her recollection is the Council was going to review a master <br />plan of the streets and sidewalks in Town Center, rather than making these decisions on little <br />pieces. <br /> <br />Assistant Public Works Director replied the master plan was to include sidewalks and trails, not <br />streets. <br /> <br />Councilmember Strommen stated the Council should also review a plan that includes contouring, <br />bituminous and coloring of the streets in Town Center. <br /> <br />City Council/March 9, 2004 <br /> Page 19 of 22 <br /> <br /> <br />
