Councilmember Kurak inquired about the maintenance of the concrete and the longevity of the
project, as opposed to bituminous.

City Administrator Norman stated he has worked at cities that used concrete that could have a
life of 50 years.

Assistant Public Works Director Olson advised soil condition is important, and a panel
replacement can cost as much as new bituminous.

Mayor Gamec inquired if staff would recommend concrete.

Assistant Public Works Director Olson replied staff could recommend concrete be used from
Rhinestone Street to Xylite Street and up to the bridge.

The consensus of the Council was to use concrete from Rhinestone Street to Xylite Street and
from Xylite Street up to the bridge in Improvement Project #03-29, MSA Streets in Ramsey
Town Center.

Councilmember Strommen stressed the need to look at an overall plan for the streetscape.

Assistant Public Works Director Olson indicated staff will proceed with Sunwood Drive and
Rhinestone Street and will bring streetscape information to the next work session. He explained
staff would also like to build in some of the concrete paver brick in the crosswalks, which will
add another $100,000 to the 5 million dollar project.

Motion by Councilmember Kurak, seconded by Councilmember Cook, to introduce Resolution #
04-03-066 accepting plans and specifications and authorizing the solicitation of bids for
Improvement Project #03-29, MSA Streets in Ramsey Town Center with the extras in concrete
and paver brick outlined above.

Councilmember Zimmerman inquired if the developer will be paying 20 percent of the cost.

Assistant Public Works Director Olson responded in the affirmative. He indicated he is
confident the costs will be within the allotted cost estimates.

Councilmember Elvig stated this has been a good decision. The Council needs to see the impact
with an overall color plan and color schematic, and what connects with bituminous and concrete.

Assistant Public Works Director Olson indicated the streetscape will be presented to the Council
at the March 20, 2004 work session.

Motion can'ied. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Pearson,
Strommen, and Zimmerman. Voting No: None.

City Council/March 9, 2004
