kinds of improvements done, they assess one full share with the side of the property that has the <br />main driveway. <br /> <br />Mr. Rosett stated he was assessed for Helium Street, which is the front of his house, two years <br />ago. <br /> <br />City Engineer Jankowski indicated staff will verify if Mr. Rosett's name should be removed from <br />this project list. <br /> <br />James Couch, 15800 Traprock Street NW, stated he does not have a problem with the <br />maintenance on the roads, and the City has been doing an adequate job. He does have a problem <br />with Project #04-12, as there is not a 155th Avenue any more and Traprock Street does not go <br />through to 168th Avenue. <br /> <br />City Engineer Jankowski explained all of the properties within Traprock Commons are being <br />assessed. <br /> <br />lrl Larson, 14480 Bowers Drive NW, explained regarding Project #04~13, they are planning an <br />overlay this year for a project done in 1982 or 1983. He and some of his neighbors are <br />questioning the judgment of putting overlay on this piece of City road because of the condition of <br />it now, or if it should be taken up back to the original mat. <br /> <br />City Engineer Jankowski explained the sections that have failed will be repaired and an overlay <br />will be placed on top of the repair. Staff is not proposing to take up the entire mat and rebuild <br />the street; they will overlay for the most part what pavement is there. The parts that have failed <br />where it is broken up and bituminous is coming out will be patched with a base coat of <br />pavement, and a smooth overlay of that section. <br /> <br />Mr. Larson inquired if the City would be tearing up this road in a couple of years to put in water <br />and sewer due to the City Center that is planned. <br /> <br />Mayor Gamec explained the City Charter states approximately 70 percent of the residents must <br />request the sewer and water before the City can put it in. <br /> <br />Mary Peterson, 6014 - 158th Lane NW, stated in 1996 these residents were charged to have <br />sealcoating done. Now since they opened the road up in the last six months they are being <br />charged with sealcoating again. She would like to see this area postponed because the road has <br />not been used until the last six months. Only two houses used this road when it was closed. <br /> <br />City Attorney Goodrich advised a neighborhood can petition against a project with a petition <br />signed by greater than 50 percent of the owners of all the real property.
