Councilmember Cook explained the residents will be responsible for the cost if the preventative <br />maintenance on the road is put off and then a problem with a higher degree of construction <br /> <br />occurs. <br /> <br />Andries Hillebregt, 17061 Bison Street NW stated he is here regarding Project #04-08 and has a <br />few issues with the sealcoating. He has seen some of the quality of work in the City for <br />sealcoating and questions what good it does to sealcoat a road that is not even put down properly. <br />He stated there are already a couple of holes in their street, which should not be there already in <br />five years. He questioned how long it has been since the front part of the street was done. <br /> <br />City Engineer Jankowski replied it has been almost nine years since Bison Street was done. They <br />try to complete this work on a regular basis, however, in the case of Bison Street they knew the <br />other half was coming in and wanted to use the economies of scale with the contractors to obtain <br />good prices. He noted they do deviate from the strict chronological order of things in some <br /> <br />cases. <br /> <br />Mr. Hillebregt inquired when 171st Avenue was sealcoated. <br /> <br />City Engineer Jankowski replied it was sealcoated a couple of years ago. <br /> <br />Mr. Hillebregt replied the cracks were already being filled in last year. <br /> <br />City Engineer Jankowski explained crack sealing is done as a part of preliminary prep work <br />before sealcoating is done. <br /> <br />Assistant Public Works Director Olson explained sealcoating does not completely eliminate <br />cracks. They are trying to minimize the cracking with the sealcoating. <br /> <br />Mr. Hillebregt stated he is trying to figure out the cost effectiveness of sealcoating something that <br />deteriorates anyway, and he is not for this project. <br /> <br />Mayor Gamec infoirned Mr. Hillebregt that the residents can sign a petition. However, if the <br />project is stopped and then a higher degree of construction occurs the residents would pay 100 <br />percent of that project. <br /> <br />Todd Cook, 1.7359 Puma Street NW, stated his road is up for sealcoating this year. He works for <br />an organization where there are about 50 miles of paved trails and 15 miles of road and he has <br />worked there for 17 years. He has seen what the roads look like without a maintenance program <br />and what they look like with a maintenance program. The only choice is to let people see what it <br />looks like. He is very happy with the way his road works and happy the City is willing to share <br />the cost with him to maintain his road. There are only four people on his road so there is not a <br />lot of traffic, but he sees his road is in good condition to drive on.
