Parks, Trails & Open Space Concept Pla, <br /> <br />Concept Plan Overview <br /> <br />The overall structure and framework of the Town Center are based on a system of linked <br />parks, trails, and open space. The City of Ramsey, Anoka County, and to some exter~t the <br />State of Minnesota have major roles in local and regional parks programming, desigr{ <br />review, construction sequencing, implementation, and ultimately maintenance and opera-- <br />tion of key public pieces within this framework. This includes existing and proposed parks <br />and trails defined in the regional parks plan and proposed new parks and trails within the <br />Town Center.
