B kground

Creating Great Parks Within the Town Center
The Town Center Master Plan illustrates a strong armature of green, including a mix of public
parks, destination amenities, courtyards, commons and other features. As a key component of
the overall plan, this integrated system of parks, trails and open space is based On the notion
that a healthy community offers a wide range of recreational opportunities for its residents and
visitors. The best examples, like the Minneapolis Park System, link parks and open spaces
together, providing better access from adjacent neighborhoods and safer movement from place
to place within the system.

Many of our most prized landscapes also include water. We are invariably drawn to waterfalls,
streams, lakes, ponds and wetlands. Wildlife thrives in and around ~ese environments, provid-
ing people with constant enjoyment and an important connection to nature. The Concept
Plan calls for creative use of surface water, integrated with green space, to provide focal points
throughout the community.

Connecting with Local and Regional Park Systems
Anoka County and the City of Ramsey have both developed comprehensive plans for
parks, trails and open space systems to serve area residents, and visitors. These plans
provide detailed descriptions, locations and specific recommendations for both existing
facilities and proposed improvements necessary to meet the current and future needs of
a growing population. Information contained in these arid other parks planning docu-
ments provided the basis for basic layout, preliminary design, initial programming and
overall intent of the Town Center Parks, ~Frails and Open Space Concept Plan.

Parks, Trails, Open Space Proposal 3
Rmnse~ To~vn Center LLC
