Introduction - A Letter From the LLC

19 February 2004

Mayor, City Council, Parks and Recreation Commission and
City Staff
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

RE: Ramsey Town Center Parks Proposal

To everyone who worked so hard to make this happen;

We are pleased to present this proposal, in which we describe our ongoing commitment to work with the City of
Ramsey to help create exemplary public parks that not only serve the emerging Town Center, but also' the rest of
the city. From our earliest discussions we've promoted a strong network of greenspace and trail connections weav-
ing through the various districts illustrated' in the Master Plan. With this proposal we move one step closer to
turning these exciting ideas into reality.

Much of this proposal is based on the plans and photographic images contained in the power-point presentation
we made to a joint meeting of the Mayor, City Council, Parks and Recreation Commission and City Staff late last
year. There seemed to be a great deal of positive response and general consensus from ali participants at that time,
with an understanding that more detailed design and cost information would follow.

Building on this solid foundation of previous conceptual design work, we've spent much of the last six weeks
exploring various components of each park in more detail, with emphasis on stormwater elements, trail layout,
site grading, bridge crossings, swim pond feasibility and other amenities. In addition, we've provided summary cost
estimates for each park, suggested phasing strategy and proposed role of the' LLC in terms of park and trail funding
and plan implementation.

We recognize the significance of this component of the overall development; it is crucial for everyone that these
parks truly become signatures for the Town Center. We look forward to upcoming review meetings and detailed
critique as we look ahead to this spring and groundbreaking for phase one park construction.

Sincerely,

John Feges
Title

Bruce Nedegaard
title

2 Parks, Trails, Open Space Proposal
Ramse'y Town Center LLC
