I c n sey Town Center LLC Proposal <br /> <br />Overview <br />We have worked with the City through each step of the design process to outline and discuss a 'shared definition' as to what <br />constitutes a park. We believe we have followed a very collaborative approach as we met with City Staff, the Parks and <br />Recreation Commission and other stakeholders to pull together ideas and images that best represent the optimum design for <br />parks, trails and open space for the Town Center. <br /> <br />From the outset, we've talked about the importance of the green and blue layers, and their significance as major shapers of <br />the master plan. We continue to pursue the notion that integration of both water and landscape elements will maximize our <br />use of potential park lands for a combination of active and passive recreational uses, demonstrate innovative stormwater <br />management practices and create a strong signature for this development and this City. <br /> <br />Park Fees and Credits Revisited <br />Our initial approach included all of the acreage shown in green on' the exhibit below for consideration as part of the total <br />acreage dedicated for parks, trails and open space. We learned early in the process that we couldn't reach this total acreage <br />as a realistic goal, but instead have focused our attention on the three Signature Parks. We have recalculated the park and <br />trail fees, and credits, based on our proposal to include the acreage within Town Center Park outside of the 10 year storm <br />bounce as part of the total dedicated acreage to the City. This includes approximately 11.09 acres of land. The new calcula- <br />tion includes the following: <br /> <br />Residential Parks <br />174.4 acres of residential x 19.55% parks multiplier = 34.1 acres of park required <br />21.58 acres of park provided divided by 34.1 acres of park required = 63.33% park acreage provided <br />63.33% park acreage provided = 36.67% park acreage still needed <br />Residential Parks Value <br />$ 4,320,000 residential park fee x 36.67% park acreage still owed = $ 1,584,144 <br />Commercial Parks Value <br />$666,000 (same as before) <br /> <br />We recognize that the City of Ramsey typically has not given credit for areas identified for stormwater management, but the <br />combination of dry ground, sometimes flooded ground and permanent water elements are all part of the aesthetic character <br />and in fact, the unique signature for this wonderful park.
