Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />require a full Technical Evaluation Panel meeting and majority <br />approval before any wetland impact is allowed. <br />Policy 7.6: Wetland banking opportunities will be pursued by the City <br />and/or the LRRWMO in accordance with the Wetland <br />Conservation Act. <br />Policy 7.7: The City has prepared, a Wetland Management Plan. <br />Policy 7.8: The use of native vegetation for buffers in undeveloped and <br />previously developed areas is recommended. <br />H. Erosion Control <br />Goal 8: Prevent soil erosion. <br />Policy 8.1: The City will protect natural vegetation to the greatest extent <br />possible. <br />Policy 8.2: Soil erosion shall be prevented through the installation of erosion <br />control practices in accordance with MPCA's Best Management <br />Practices Handbook. <br />Policy 8.3: Topsoil stockpiled for reuse shall be protected from erosion. <br />Policy 8.4: It shall be the responsibility of the developer/contractor to keep <br />streets and property adjacent to construction areas free from <br />sediment carried by construction traffic at site entrances and <br />access points, from sediment laden site runoff and blowing dust. <br />Policy 8.5: The MPCA Storm Water Permit Program for Construction <br />Activities shall be followed. <br />Policy 8.6: The City has adopted an erosion and sediment control ordinance <br />including provisions that are consistent with NPDES <br />Construction Stormwater permit and its MS4 permit <br />requirements. <br />I. Development Standards <br />Goal 9: Residential Grading <br />Policy 9.1: Residential lots shall have a minimum surface slope of 2-percent <br />in all directions. Lesser slopes, between 1-percent and 2-percent <br />may be allowed with a certificate of grading. <br />Policy 9.2: In acknowledgement of historical consumption data, the City <br />will require water conservation measures for new development <br />such as, but not limited to four inches of topsoil shall be placed <br />in the turf restoration areas of all new residential lots. <br />Policy 9.3 Where residential lots are newly graded and there is no <br />immediate plan for new housing within the lot, the entire lot <br />Section V <br />March 20, 2015 Page 44 <br />
