Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />shall be covered with 4-inches of topsoil and seeded in <br />accordance with the following schedule:8 <br />Type of Slope Time* <br />Steeper than 3:1 7 days <br />10:1to3:1 14days <br />Flatter than 10:1 21 days <br />* The maximum time an area can remain open when the area <br />is not actively being worked. <br />Policy 9.4 Bluff protection ordinances and shoreland protection ordinances <br />shall govern steep sloped areas. <br />Regulatory Responsibility <br />Goal 10: Recognize the regulatory authority of other local, state and federal entities. <br />Policy 10.1: The City is responsible for establishing and implementing a local <br />permitting program for water resources management. For smaller <br />projects, an administrative Grading Permit shall be sufficient. <br />For larger projects, an Interim Use Permit (IUP) shall be <br />required <br />Policy 10.2: Other governmental agencies with watershed management <br />responsibility include: <br />• The Lower Rum River Watershed Management <br />Organization (LRRWMO) <br />• Minnesota Department of Natural Resources (DNR) <br />• United States Army Corps of Engineers (USCOE) <br />• Minnesota Board of Water and Soil Resources (BWSR) <br />• Minnesota Pollution Control Agency (MPCA) <br />Policy 10.3: The WMO and the City will require a permit for certain <br />activities, as described in this plan. <br />K.
