Baseflow The amount of water in a stream, lake or wetland that is supplied by <br />groundwater. This is also referred to as dry weather flow. <br />Basin <br />Minnesota Administrative Rules 6115.0630 defines a basin as a <br />depression capable of containing water which may be filled or partly filled <br />with waters of the state. It may be a natural, altered, or artificial <br />depression. <br />Benchmark <br />A measurable water resource condition against which historic, current, <br />and projected conditions can be compared to evaluate the sustainability <br />of the region's water supplies. <br />Beneficial Use <br />Use of a [water] resource that includes, but is not limited to, domestic <br />(including public water supply), agricultural, commercial, industrial, water- <br />based recreational uses and the propagation and growth of aquatic life. <br />Best Management <br />Practices <br />A set of recommendations pertaining to the development and <br />maintenance of varied land uses, aimed at limiting the effects of <br />development, such as soil erosion and stormwater runoff, on the natural <br />environment. See the Council's Urban Small Sites Best Management <br />Practices Manual for specific examples of Best Management Practices. <br />Calibration <br />The process of using historical data to estimate parameters in a <br />groundwater model, hydrologic forecast technique, routings, and unit <br />hydrographs. <br />Capita Latin for `person'. <br />Community Public <br />Water Supply <br />Community public water supplies serve at least 25 persons or 15 services <br />connections year-round, which includes municipalities, manufactured <br />mobile home parks, etc. These systems are required to provide a safe and <br />adequate supply of water under the federal Safe Drinking Water Act. Also <br />known as a public water supply system. <br />Cone of Depression A cone-shaped depression of the water table. <br />Confined Aquifer <br />An aquifer with a confining layer at the top, causing the groundwater to be <br />under pressure. Minnesota Administrative Rules 6115.0630 defines <br />artesian aquifer or a confined aquifer as a water body or aquifer overlain <br />by a layer of material of less permeability than the aquifer. The water is <br />under sufficient pressure so that when it is penetrated by a well, the water <br />will rise above the top of the aquifer. A flowing artesian condition exists <br />when the water flow is at or above the land surface. <br />Confining Unit <br />A hydrogeologic unit of impermeable or distinctly less permeable material <br />bounding one or more aquifers and is a general term that replaces <br />aquitard. <br />Conjunctive Use <br />The coordinated management of surface water and groundwater supplies <br />to maximize the yield of the overall water resource. An active form of <br />conjuctive use utilizes artificial recharge, where surface water is <br />intentionally percolated or injected into aquifers for later use.
