Conservation The management of natural resources to prevent waste, destruction or <br />degradation. <br />Consumptive Use <br />Minnesota Administrative Rules 6115.0630 defines consumptive use or <br />consumption as water withdrawn and not directly returned to the same <br />waters as the source for immediate further use in the area. <br />Density The number of dwelling units per net residential acre of land. <br />Developable Land <br />Land that is suitable as a location for structures and that can be developed <br />free of hazards to, and without disruption of, or significant impact on, <br />natural resource areas. <br />Diversified Rural <br />Communities that are home to a variety of farm and nonfarm land uses <br />including very large -lot residential, clustered housing, hobby farms, and <br />agricultural uses. Located adjacent to the Emerging Edge Suburban <br />communities, the Diversifies Rural designation protects rural land for rural <br />lifestyles today with the potential of becoming urbanized after 2040. <br />Maximum allowable density is 1-2.5 units for existing lots, and 1 unit/10 <br />acres where possible. <br />Drawdown The lowering of the water table in and around a pumping well. It is the <br />difference between the pumping water level and the original water level. <br />Drinking Water A drinking water supply management area (DWSMA) is the Minnesota <br />supply Department of Health approved surface and subsurface area surrounding <br />Management Area a public water supply well that completely contains the scientifically <br />calculated wellhead protection area and is managed by the entity <br />identified in a wellhead protection plan. The boundaries of the drinking <br />water supply management area are delineated by identifiable physical <br />features, landmarks or political and administrative boundaries. <br />Emerging Suburban Cities, townships and portions of both that are in early stages of <br />Edge transitioning into urbanized levels of development. In the majority of these <br />communities, less than 40% of the land has been developed. Parts of <br />Emerging Suburban Edge communities are in the MUSA and all have a <br />minimum average net density of 3-5 units/acre. <br />Essential Use Nonessential use is defined by Minn. Stat. 103G.291 as water that is used <br />for drinking, cooking, cleaning or sanitation (i.e. domestic water use). <br />Equity Equity is defined in Thrive MSP 2040 as just and fair inclusion where all <br />can participate and prosper. <br />Equitable Equitable development is an approach to creating healthy, vibrant, <br />Development communities of opportunity. Equitable outcomes come about when smart, <br />intentional strategies are put in place to ensure that low-income <br />communities and communities of color participate in and benefit from <br />decisions that shape their neighborhoods and regions. <br />Evotranspiration Loss of water from the soil both by evaporation from the soil surface and <br />by transpiration from the leaves of the plants growing on it.
