Clearer and more consistent guidance for the permitting and approval process.The <br />regional and local issues identified in this plan were assessed in close cooperation with the DNR, and <br />issues relevant to each community are outlined in the community's water supply profile in Appendix 1. <br />When a community's local water supply plan reflects this Master Water Supply Plan and the local plan <br />is approved then, as long as requested water appropriation permit actions are consistent with the <br />local plan, permits are more likely to be granted. <br />Economies of scale. This plan helps communities realize economies of scale in multiple ways. With <br />a focus on working with partners to develop tools and other resources, costs associated with resource <br />assessment may be reduced or eliminated; publicly available and regionally consistent data is <br />provided as part of this plan. Additional resources, including Metro Model 3 and the Conservation <br />Toolbox, are also provided. As development expands and demand increases, opportunities for <br />interjurisdictional partnerships will, too. Continuous updating of technical analyses will identify such <br />opportunities for cooperation to supply water in both the short and long term. <br />Minnesota Legislature requires water supply planning <br />Public water supply plans <br />A water supply plan is required for all communities within the metropolitan area with a municipal water <br />supply system, as a required element of the local comprehensive plan (Minn. Stat., Sec. 103G.291). <br />A water supply plan template has been jointly developed by the Minnesota Department of Natural <br />Resources and the Metropolitan Council. Completing the template fulfills multiple statutory obligations <br />including: <br />• Minn. Stat., Sec. 103G.291 to complete a water supply plan including demand reduction <br />• Minn. Stat., Sec. 473.859 to address water supply in local comprehensive plans <br />• Minn.
