Stat., Sec (Minn. <br />103G.291) Ruies4720.5280) <br />In the metro area, <br />the local water <br />supply plan <br />template serves to <br />fulfill three agency <br />requirements <br />Communities without public water supplies do not need to prepare a water supply plan, but they <br />should include information about plans to protect private water supplies in appropriate sections of the <br />local comprehensive plan. <br />Communities and utility boards adopt the water supply plan, if one is required, along with the local <br />comprehensive plan. <br />Comprehensive plan content <br />Under the Metropolitan Land Planning Act (Minn. Stat., Sec. 473.859), local governments must review <br />and update their local comprehensive plans every 10 years, including an implementation program that <br />describes public programs, fiscal devices, and other specific actions to be taken to implement the <br />comprehensive plans. The implementation plan shall: <br />1.A description of official controls, addressing water supply and a schedule for the preparation, <br />adoption, and administration of such controls; <br />2.A capital improvement program for water supply <br />Water supply planning activities and advisory committee <br />The Metropolitan Council has provided technical assistance and planning studies to support <br />community water supply planning for several decades, but it wasn't until 2005 that the Minnesota <br />Legislature specifically directed the Metropolitan Council, under Minn. Stat., Sec. 473.1565, to: <br />"carry out planning activities addressing the water supply needs of the metropolitan area,... <br />[including] development and maintenance of technical information; recommendations for <br />clarifying roles, streamlining decision-making and approval processes, and funding; and the <br />development of a twin cities metropolitan area master water supply plan... that:" <br />WATER SUPPLY MASTER <br />PLAN- Draft June 2015 <br />
