• Provides guidance for local water supply systems and future regional investments; <br />• Emphasizes conservation, interjurisdictional cooperation, and long-term sustainability; and <br />• Addresses the reliability, security, and cost-effectiveness of the metropolitan area water supply <br />system and its local and subregional components." <br />The same legislation also created a Metropolitan Area Water Supply Advisory Committee (MAWSAC) <br />representing state agencies, counties, municipalities, and utilities. Members were appointed by the <br />Governor, and the membership is defined in statute. MAWSAC members provide guidance to local <br />water supply planning efforts in accordance with the Master Water Supply Plan. <br />In 2015, the legislature amended Minn. Stat., Sec. 473.156 to include a technical advisory committee <br />to provide input on regional water supply planning activities. <br />The Metropolitan Council is also guided by a variety of local stakeholders through several sub -regional <br />water supply work groups established to provide input on the scope and results of sub -regional water <br />supply studies. <br />Developing and updating the Master Water Supply Plan <br />The Metropolitan Council strives for collaboration, integration, and accountability in all its work. These <br />guiding principles have shaped how the Master Water Supply Plan was developed and updated. <br />The process for developing the 2010 Master Water Supply Plan began in 2006 with a series of public <br />meetings and workshops, guided by the Metropolitan Area Water Supply Advisory Committee. Public <br />meetings were held regularly throughout the process to get input from city planning and utility staff, <br />elected officials, and other interested people. Progress reports were provided to the Minnesota <br />Legislature in 2007, and a formal public review period occurred in 2009. The Master Water Supply <br />Plan was approved by the Metropolitan Council in March 2010, and the DNR Commissioner approved <br />the plan in July 2010. <br />After completing the Master Water Supply Plan in 2010, the Council partnered with state agencies, <br />private consultants and communities to complete several technical and outreach projects that <br />strengthen regional and local water supply planning efforts, including better integration of water <br />supply planning and local comprehensive planning. <br />The 2015 update of the Master Water Supply Plan incorporates new technical information and <br />feedback from many stakeholders, and it reflects changes to the regional development framework, <br />Thrive MSP 2040, and the Water Resources Policy Plan. Stakeholders were engaged through: <br />• Metropolitan Area Water Supply Advisory Committee presentations and discussion <br />• Community Technical Work Group presentations and discussion <br />• Public meetings during plan development (over 170 attendees representing more than 70 <br />communities) <br />• Ad hoc community meetings during plan development (45 attendees representing over 32 <br />communities) <br />• One-on-one discussions, including data sharing, between Council staff and community planning <br />and utility staff during plan development (90 public water suppliers) <br />• Information shared on the Council's website <br />• Formal public review period and process <br />Overall, the communities participating in Master Water Supply Plan outreach serve over 85% of the <br />metropolitan area's population. <br />WATER SUPPLY MASTER <br />PLAN- Draft June 2015 <br />
