PUBLIC HEARING ON ROADS IN COUNTRYSIDE ESTATES <br /> Sept. 10, 1974 <br /> <br />The hearing was called to order by the Chairman, Mr. Cox at 7:00 <br />p.m. Present were Mr. Hopperstad, Mr. Nelson, Mrs. Oliphant, Mr. <br />Reimann, and Mr. Fricke, our engineer. <br /> <br />Mr. Cox explained the purpose of this hearing. He said we had <br />had complaints from the Elk River School District, the Postal Dept. <br />and some of the residents. <br /> <br />Mr. Cox asked Mr. Fricke to explain the difference in the costs if <br />these improvements are made by the Township or by the residents. <br />Mr. Fricke said there were problems of grading, ditches, drainage, <br />etc. Width of the gravel proposed would be 24 feet. The total <br />project cost would be $18,600 which would be about $175.00 per lot. <br />This would include the engineering and assessing cost. In case <br />the assessment would run more there would have to be a public hear- <br />ing before the assessments were made. <br /> <br />Question: What is the sqUare yard measurement for the gravel? <br />Answer: 4,830 cu. yards for Countryside and 1,150 cu. yds. for <br />Ermine Blvd. <br /> <br />Question: How long will this covering last? <br />Answer: Possibly 3 to 4 years. <br /> <br />Resident: He put 6 inches on his driveway and it is gone already. <br />How can 3 inches last for any time at all? <br /> <br />Resident: His culvert is half full of sand now. In the winter it <br />is full of ice. <br />Answer: Gravel has less tendency to wash. <br />Question: Is there a chance to put in blacktop instead? <br />Answer: Northern Asphalt Co. stated they had a stabilizer. <br /> <br />Mr. Fricke said he would not recommend putting stabilizer on this <br />loose sand. <br /> <br />Resident stated he couldn't get out of his driveway in the spring. <br />Mr. Cox asked him what he would prefer to have done. <br />Answer: First fix the drainage. <br /> <br />Mr. Cox stated we have a $~0,000 budget for road maintenance this <br />year and we do not have the money to fix up any one area. <br /> <br />Mr. Hopperstad stated that if the people preferred blacktop, it <br />would not make any difference to the Township. Administrative <br />costs are about the same. Thawing and freezing in the spring <br />tear up the blacktop in a hurry. Mr. Fricke stated when you drive <br />on sand you pulverize it and it fluffs like flour. The best thing <br />to do is to remove this fluff. The first difficulty is to hit <br />these areas at just the right time. With a crown of gravel you <br />would not have this problem. A bulldozer will break up either <br />gravel or blacktop. <br /> <br /> <br />
