SPECIAL MEETING OF RAMSEY TOWN BOARD <br /> August 13, 1974 <br /> <br />Discussion Meeting <br /> <br />Present Mr. Hopperstad, Mr. Cox, Mr. Reimann of the Town Board <br />and Mr. Pittman, Mr. Sorteberg, Mr. Emmans and Mrs. Guy of the <br />Planning and Zoning Commission. Discussion on the Carter Valley <br />Plat. Future subdivisions at the time of public services are <br />not indicated on this plat. Are all lots shown on this prelimin- <br />ary plat? In studying the Anoka County Shoreland Zoning Ordinance <br />No. 72-1, Section 1.9, "Shoreland" means land located within the <br />following distances from public waters: (1) 1,O00 feet from the <br />normal high water mark of a lake, pond or flowage; and (2) 300 <br />feet from a river or stream, or the landward extent of a flood <br />plain designated by ordinance on such a river or stream, which- <br />ever is greater," it would seem we should meet with the County <br />on this plat. We do not have topography for the northeast corner <br />of this plat nor of Trott Brook. If this is being considered in <br />this plat then the northwest corner of the plat should be so des- <br />ignated as well. The Shoreland Ordinance also states that any pro- <br />posed plat in shoreland areas which is inconsistent with the pro- <br />visions of this ordinance, shall first be approved by the Com- <br />missioner of Natural Resources. The County ordinances were read <br />concerning Ford Brook, Trott Brook, Rum River and Mississippi River. <br /> <br />Gary Gorham: Blacktopping in .Woodland Grepn~plat.- This work has <br />already been done but the engineer's report is not yet in. H & S <br />put the blacktopping on these roads.. <br /> <br />Robert Muller:~ Wants a cigarette and food handler's license for <br />his new super market. Mr. Nelson moved we grant a cigarette license <br />to Mr. Muller and a food handler's license and the business license <br />when it is adopted. Seconded by Mr. Hopperstad. Motion carried. <br /> <br />Ed. Klemish: He was asked about street signs in his addition. He <br />said he had not put any in as yet. He was informed the police, <br />fire department and residents want these signs in now. He said-he <br />would order the signs and put them in. Rezoning was also discussed <br />for the southeastern part of his plat. He was not just sure which <br />lots to rezone so he will work on this and be back at our next meet- <br />ing. Lots under consideration were Block 6, lots i and 4, Block <br />5, lot ~ and Block ~, lots 2 and 3. <br /> <br />Bill Youngblood: stream situation, Brook Creek. He said 2 loads <br />of gravel were placed at the end of this culve$ but it richocheted <br />off the culve~. The culve~was worked on and it changed the flow <br />of the water. Mr. Hagen put in the culvert because it was on his <br />plat. Mr. Youngblood wants some fill put in on the side of the <br />culvert to keep it from washing any more. Children playing on this <br />gravel have helped to wash the gravel into the stream. His lot is <br />in the bend of the street. A lip on the edge of the culve~may <br />help this problem. Straightening out the culvert is what caused <br />this problem according to Mr. Youngblood. The Township Engineer <br />will be asked to check out this problem. <br /> <br /> <br />
