SPECIAL MEETING OF RAMSEY TOWN BOARD <br /> July 9, 1974 <br /> <br />8:17 <br /> <br />8:35 <br /> <br />The meeting was called to order at 7:00 p.m. by the Chairman, <br />Mr. Cox. Present were Mr. Hopperstad and Mrs. Oliphant. Also <br />present were Mr. Sha and Mr. Fricke to explain the sewer report <br />to the Board. <br /> <br />At 8:12 the regular meeting was called to order with the attorney <br />in attendance, Mr. Goodrich. The bids for Class V gravel were <br />opened. There was only one bid and that was from H & S Gravel Co. <br /> <br />Mr. Hopperstad moved we recommend to the County that they issue <br />a 3.2 beer license for July 13th and l~th to be used om the Mc- <br />Gregor property and that McGregors furnish the Township with lia- <br />bility insurance for this period amd provide us with a copy. It <br />was seconded by Mrs. Oliphant. Motion carried. <br /> <br />The Anoka Fire Department requested a bingo permit for September <br />8, 1974 for their Trap Shoot at the St. Anthony Gun Club, from <br />8:00 a.m. to 8:00 p.m. Mr. Hopperstad moved permission be granted <br />for this bingo permit on the same basis as in prior years. It was <br />seconded by Mrs. Oliphant. Motion carried. <br /> <br />Rob Winter: Wants to build on a lot that floods on the river on <br />Bowers Drive. The road is 854 feet above sea level which is high <br />water level for this area. He would have to fill in six feet and <br />start building on top of that. Mrs. Oliphant read a letter from <br />Mr. Felegy of the County about this situation. Mr. Hopperstad <br />moved we table this matter until we have an answer from the State <br />Health Department and settle the question about restrictions. <br /> <br />Mr. Robert Dillon and Sheriff Talbot: Mr. Dillon said some of <br />the facets of the situation have changed since last time he was <br />at the meeting. The Sheriff's office has been answering their <br />calls. There are signs.on the Carlson property now. Mr. Cox read <br />a letter received from Mr. Bert Carlson, the owner of the land in <br />question stating this was private property and no one can be on <br />it without written permission from the owner, also giving permis- <br />sion for our police to remove anyone trespassing on this land <br />without written permission. Mr. Talbot stated Mr. Carlson had <br />given permission to the vans to be on this land. The residents <br />were annoyed all night when the 25 vans occuppied this land. Mr. <br />Dillon feels there should be supervision over this land. They <br />also need some assurance that when they call the Sheriff's office <br />that there will be some response. We have directed our attorney <br />to check into this matter so we can have some control over such <br />situations. Someone stated that in Minneapolis if over five to <br />ten people are gathered together that there must be a police of- <br />ricer present. We will talk to the owner about this situation. <br />Our attorney will check the Minneapolis ordinance on such situa- <br />tions. Mr. Cox spoke about the self-help concept we have stressed <br />in our Newsletters. The Sheriff stated there were only 2 cars on <br />duty for the County in the day time and 2 on the second shift...for <br />the entire County. There are many problems in the County Parks. <br /> <br /> <br />
