PUBLIC HEARING BY RAMSEY TOWN BOARD

December 3, 1973

The hearing was called to order at 7:30 by the Chairman of the
Town Board, Mr. MurphM. Present were Mr. Cox and Mr. Hopperstad.

Mr. Dick Johnson, Mr. Don Greenberg and Mr. Duke Carlson were
present to explain the airport zoning for which this meeting was
called. He said zoning for an airport takes a lot of land. They
have scaled it down to one runway going north and south. The
zoning requested is the minimum to meet the requirements of the
State of Minnesota. Any building within a 6700 foot radius of
the airport higher than 150 feet would require a variance. The
east-west runway is unlicensed. The north-south runway is 2500
feet long. In the future pilots will have to cope with the cross-
wind. Anoka Aero is the operator of this airport. This airport
should serve Ramsey the best. The government states anything you
have in the way of an industrial airport would bring in industry
and business which helps the tax base. A formal request was made
to the government for the start of this airport. Two federal
agencies plus the federal government O.K.'d this airport. This
airport would like to initiate some contruction into the airport.
The State has assured them by February and hopefully this week
they can have lights. Next project is paving.

Question: How many acres does the airport own and who owns it?
The land the airport is located on is in the Anoka Industrial
Park. Runways comprise about 56 acres. Only smaller planes will
be able to use this airport. Jets and such planes will be too
large for this airport. At some time in the future jets could
operate out of here if they develop some that can come in and
go out by going straight up and dorm.

Pre-Stress Concrete~which is located near this airport asked if
they didn't think they would be needing another runway eventually.
"Aren't you going to be asking for bigger and better runways?"
The Chairman asked the airport committee to explain how this
zoning would affect Pre-Stress Concrete plant. Mr. Earl Brink
represented this company. The highest building they have is about
50 £eet in height. He brought a map of this area. He said it
would limit them in the use of some of their land. They might
build an office structure that is 8 stories high and would run
96 feet in height. The government has put a ceiling on all plants
or buildings around an airport. Answer: Zoning doesn't mean
that all buildings around an airport are wiped out, it means they
must get a variance which makes it mandatory that these buildings
have safety lights, etc.

Mr. Gilbert Menkveld has land directly north of the industrial
park. Mr. Menkveld's attorney asked for adequate time to have
engineers reports for their side of this issue.

Question: What would be a reasonable length of time to continue
this hearing? The attorney thought the interested people should
meet among themselves. The attorney thought they should have sixty
days. One person s we should finish this hearing as long as
everyone is here at this time.
