<br />The meeting was called to order at 8:00 p.m. by the,
<br />Chairman, Mr. Murphy. Present were Mr. Hop. '
<br />I perstad, Mr. Peterson, Clerk, and Mr. Goodrich, at.
<br />torney. .
<br />.' The minutes of the last stated meeting were given by
<br />Mr. Hopperstad. Mr. Hopperstad moved the minutes
<br />be accepted as read. This was seconded by Mr. Mur.
<br />phy. Motion carried. .;
<br />Areport was placed on file fr<>.m the Weed Inspector, .i
<br />Mr. Eng. In this rel?Ort he Indicated that he had found .
<br />four locations of Red Oak Blight. We will try to find the f
<br />owners of these prop'ertles'to contact these people to 1
<br />have their trees tested: ,If they want to save the ex- i
<br />pense of the test they can cut ,down the dead trees and t
<br />remove them. We should'check with the City of Anoka ~
<br />to find out If these trees can be taken to the landfill. ~
<br />There was a suggestion that we provide another'area ;
<br />for disposing of these trees.. "
<br />There Is an open water hole just north of Highway
<br />No.5 and east of Coquina St. whic'ti i's a hazard to
<br />children.. It was thoughtto be on the Karst property but
<br />is within 9 inches of that property, It..is located on the
<br />property of David Michelson. It is 2 feet deep at one 1
<br />end, 8 feet at the other end, 11 feet at the widest part
<br />and 40 feet long. Mr. Michelson will be notified about
<br />this matter.
<br />A proposed well and plumbing license was discussed.
<br />, Mr. Carl Schoepp oblected to people talking without his .&
<br />knowing who they were. We will contact Mr. Barkuloo
<br />about his suggestion for the proposed well Inspection l
<br />fee. Mr. GOOdrich will have a plumbing license and ,
<br />bond and a well permit ready for the next meeting. .
<br />Mr. Reimann gave a resume of the Planning and
<br />Zoning Commission 'minutes for the last stated
<br />meeting.
<br />Anoka is now considering extendin,(thelr desire for
<br />orderly annexation up to 153rd Ave.
<br />Gary Gorham: Woodland Green Plat. This is a
<br />preliminary plat with 70 acres, 52 lots and a park area
<br />of 4.96 acres. Mr. Schoepp, who has 300 feet adjoining
<br />this-plat going south to 153rd, stated he intended to sell
<br />his house on 153rd and wanted Mr. Gorham to give him
<br />a road to the north part of his 12 acres. The Board
<br />suggested that he either buy a lot from Mr. Gorham ,
<br />and go out on that going north or else put In a road on
<br />his own property to come out on 153rd Ave. Mr. Hop-
<br />perstad moved the Woodland Green preliminary plat ,
<br />be approved with the recommendations of Consulting
<br />Engineers Diversified, Inc. The park in this plat will be
<br />levelled on one end to be used as a baseball diamond.
<br />Seconded by Mr. Murphy. Motion carried.
<br />Mr. Murphy read the proposed gun ordinance 73-10.
<br />It was determined no Slugs could be used and only
<br />shotguns using NO.4 shot. Mr. Hopperstad moved we
<br />pass Gun Ordinance No. 73-10. Seconded by Mr.
<br />Murphy. Motion carried.
<br />Resolution: Dutch Elm Disease resolution was
<br />ready by Mr. Murphy: Resolution Is attached. Mr.
<br />Hopperstad moved we pass this resolution. Seconded
<br />by Mr. Murphy. Motion carried.
<br />Discussion on an ordinance regulating the' in-
<br />stallation, construction, alteration, extension, repair
<br />and maintenance of Individual sewage disposal
<br />systems: requiring permits for, and licensing of
<br />persons engaged in the construction thereof; providing
<br />for inspection; prescribing penalties; and adopting by
<br />reference the 1971. ~.~Innesota Individual Sewage
<br />Disposal System Code. The annual license fee is S25.00.
<br />The permit fee Is S10.00. Mr. Hopperstad moved we
<br />pass the above Ordinance No. 73-11 by reference Of the
<br />Mlmesota State Code. Seconded by Mr. Murphy.
<br />Motion carried.
<br />Ordinance No. 73-12 will be tabled until our next
<br />meeting. This ordinance deals with subdivision design.
<br />Mr. Murphy had had a call about a skunk coming
<br />across on 156th Avenue. The people living in this area
<br />think the skunks may be coming from an old aban-
<br />doned barn on Highway No. 83 and they want to have
<br />this barn inspected and, If possible, torn down. We
<br />have the right to condemn buildings if they are not
<br />being used and they are a hazard. Mr. Virgil Johnson Is
<br />the owner of this barn. This was the barn that was set
<br />on fire this summer to destroy a car which had been
<br />used in a crime. Wewill call Mr. Bernie Stephens to see
<br />if the County has an extermination program that could
<br />be used for this barn. Mr. Pittman stated he had seen
<br />about 15 skunks while he was on the roads Inspecting In
<br />just one day. I
<br />No culverts have been put In that were supposed to
<br />be put in last spring In Halland Acres plat and so
<br />building permits will be held up until the culverts are
<br />put in.
<br />Mr. Tom Way from Thorpe ,Bros. was present. He
<br />wants to sell 5 acres up on the northern border a part of
<br />which extends into Burns Township. The prospective
<br />buyer wants a private road to come out on Highway
<br />No. 64. He does not have the required 300 feet on one of
<br />our Township roads which is a requirement for a
<br />building permit. He wants a variance to build In this
<br />location which is quite low The Town Board said he
<br />would have to have a 66 foot easement going out to
<br />Highway No. 64 to be maintained by the owner of this
<br />property. He will also have to have soil borings before
<br />he can get a building permit. The park fee is SI00.00
<br />and the variance fee is S20.00. The Building Inspector
<br />was asked to cheek out this location before such a
<br />variance is issued. Mr. Hopperstad moved that if these
<br />requirements are met that this variance be granted to
<br />allow them to put in a private access road 66 feet wide
<br />to Highway No. 64 to be maintained by the owner of the
<br />land. Seconded by Mr. Murphy. Motion carried.
<br />A & R Development requested a variance of two feet
<br />ona lot on the corner of Marble St. and 164th Ave. Mr.
<br />Goodrich will check this out.
<br />Mr. Gilbert Menkveld's representative was present
<br />with a drawing of a restaurant he plans to build In
<br />Ramsey. It was shown and explained to the Board. It
<br />will have a seating capacity of 150 In the main dining
<br />room. A cocktail lounge will hold 36 to 40 people and an
<br />informal bar will hold 50 people. It will be placed on a
<br />piece of land between 5 and 20 acres. It will probably
<br />open next spring or early summer.

<br />Mr. Erwin Specht brought in a petition with 65
<br />Signatures on it regarding the road In the northwestern
<br />part of the Township. We will take this under ad-
<br />visement.
<br />The airport zoning matter wiii be tabled until next
<br />meeting.
<br />We can hire Mike Auspos as a part time policeman.
<br />We will talk to Mike about this.
<br />Mr. Hopperstad is checking out a used tractor that is
<br />to be used by the Park Board.
<br />There is a time limit on aii permits. Mr. Goodrich
<br />will notify Mr. Menkveld about this.
<br />Mr. Richard Lorenson had requested that the S200
<br />check which he had put up as security to clean up his
<br />operation when he moved be returned. There Is stOI a ~
<br />truck body there. When this is removed his check will
<br />be returned to him.
<br />We have received a summons from the Metropolitan
<br />Council. Mr. Goodrich will check out this matter.
<br />No building permits will be issued on Halland Acres
<br />or Haii-Anderson Acres until the culverts have been
<br />put in.
<br />Mr. Clyde Russell needs a variance. He has 30 lots
<br />left.
<br />Two men were present from the River Hiiis Addition.
<br />They live on Yakima Street. They say their yards are
<br />washing out. One said there is a four foot hole in his
<br />yard. Mr. Barstow said the only remedy is to blacktop
<br />the bottom of the ditch. Mr. Barstow said we had a
<br />number of problems iike this and wiii have to construct
<br />a blacktop spillway. .
<br />Mr. Hopperstad moved we pay the bills as listed.
