<br />The meeting was called to order at 8:00 p.m. by the
<br />Chairman, Mr. Murphy. Present were Mr. Cox, Mr.
<br />Hopperstad, Mr. Peterson, Clerk, Mr. Gorham,
<br />t Treasurer, and Mr. Goodrich, attorney.
<br />Mr. Murphy gave a r'esume of the April 16th meeting
<br />and the continued meeting on May 1, 1973. Mr. Cox
<br />moved the minutes be accepted as read. Seconded by
<br />Mr. Hopperstad. Motion carried. .
<br />The Board will see Mr. Gesko about the road for Mr.
<br />Krepsky.
<br />Mr. Reimann gave a resume of the minutes of the
<br />Planning & Zoning Commission. '
<br />Mr. Moriarty gave a report on the Park Board.
<br />Mr. Virgil Rose spoke about help we could get from
<br />the Tee Center from students on a program where
<br />needy students work outside the Tee Center for 15
<br />hours a. wE\ek during school time and full time in the
<br />Summer. The government pays 80 per cent of their
<br />wages and the Town Board pays 20 per cent. We would
<br />have to supply workmens compensation insurance.
<br />Thestudent has to show that he has a definite financial
<br />need. We would be required to keep his time and
<br />submit it every two weeks to the Tee. School and they
<br />would bill us monthly or quarterly. The 'Board would
<br />prefer it on a quarterly basis. This program becomes
<br />effective July 1st. We would probably need general
<br />maintenance type of work. Mr. Hopperstad moved that
<br />we go ahead with this program starting July 1st.
<br />Seconded by Mr. Cox. Motion carried.
<br />Mr. Dick Johnson of the Tee. Center and the
<br />Gateway North Industrial Airport (new name for
<br />airport on Ramsey Blvd.) invited everyone to come out
<br />to see the airport. They will have a first class facility
<br />here. They are having an air showon July 14th and 15th
<br />at which they are expecting 80,000 people from around
<br />hereand the surrounding states. Attractions will be the
<br />Rangers Flying association and the famed Thun.
<br />derbirds from the Air Force. It is an international
<br />championship air show. There will be 3 hours and 45
<br />minutes of uninterrupted air performance on two days
<br />each. The FAA has safety precautions and regulations
<br />to which they are conforming. They w9uld like to have
<br />permission to close Highways 56 and 57 for the actual
<br />timeof the air shows on each day. They have a 260 man
<br />force who 'take care of this, parking, etc. Mr. Johnson
<br />showed a 15 minute film on a Thunderbird per.
<br />formance which was very exciting. They have made
<br />· arrangement with the Minneapolis papers to carry
<br />extensive coverage on this ShOW and they will have a
<br />flyer campaign in which we were encouraged to
<br />participate with material on our TownShip. They will
<br />need a half mile of snow fence. This will provide a 1500
<br />foot separation between the crowd and the per-
<br />formance area. They would like to get a two day beer
<br />license to be used'atthe airport proper for these two
<br />days. This show will bring many new people to this
<br />area. Ramsey TownShip has about 30 rolls of snow
<br />fence at 50 feet per roll. They expect to park about.
<br />10,000 cars.
<br />Mr. Cox moved we give the approval for the beer"
<br />license, provide whatever fencing we. have available
<br />provided they put it up and replace it, and give ap-
<br />proval for the temporary closing of Highways No. 56
<br />and No. 57 for July 14th and 15th providing they have
<br />the men to control the traffic for these periods.
<br />Seconded by Mr. Hopperstad. Motion carried.
<br />To adequately protect the property around the
<br />airport as well as the publiC some type of airport
<br />zoning is indicated.'Mr. Johnson had a plastic model to
<br />show the Board. Mr. Johnson left with the Board a
<br />prooosed airport zoning ordinance. This had been
<br />cleared with the state Department Of Aeronautics:On
<br />the north side of Highway 10 th irty feet is the top
<br />heighth for a building. Mr. Fleissner said this should be
<br />studied very carefully before this zoning is agreed
<br />upon. .
<br />Mr. Hagel had requested a place on the agenda but
<br />was not here.
<br />Mr. Tooker will be meeting with the Planning and
<br />Zoning Commission on May 31st and June 14th at 7:30
<br />to go over the comprehensive Plan for the Township.
<br />Mr. Murphy asked the other members on the Board
<br />if they had any corrections or additions to the proposed
<br />zoning code. Mr. Hopperstad moved that on' page 27
<br />they change the .......ord "exclusive" to "inclusive".
<br />Seconded by Mr. Cox. Motion carried.
<br />Mr. Hopperstad moved we adopt the new zoning
<br />ordinance 73.5 as amended. Seconded by Mr. Cox.
<br />Motion carried. This will be published in the Anoka
<br />County Union.
<br />Mr. CO" moved we adopt the new zoning map as the
<br />official zoning.,.,ap for Ramsey Township with the
<br />exception of the east portions of the Township which
<br />had been annexed by the City of Anoka in 1971 but
<br />which we had only been notified about a week ago in
<br />Sections 35and 36 and have it published with the zoning
<br />ordinance. Seconded by Mr. Hopperstad. Mr. Neilson
<br />requested that the A & R Development which has three
<br />forties in the northwestern part of the Township would
<br />Iiketo have two of these forties changed from a.l to r-l
<br />before the new zoning ordinance is adopted. Mr. Hagen
<br />indicated he had a deal on this land in the fall of 1972.
<br />Mr. Murphy asked when this land was purchased by
<br />theA & R Development. Mr. Bullick said this land was
<br />purchased on September 17, 1971. This property was
<br />sold twice on the same day. Motion carried.
<br />Revenue Sharing: Mr. Cox suggested we use this
<br />money toward public safety such as pOlice protection.
<br />We have a commitment from WaShington that the
<br />governor's crime commission will be getting together
<br />with us a bout pOlice protection. Mr. Cox moved we
<br />commit 50 per cent or $2588 of revenue sharing for
<br />police protection. Seconded by Mr. Hopperstad. Motion
<br />c;:arried.
<br />Mr. Hopperstad moved we commit 50 per cent or
<br />52589 to purchase equipment for our highway depart-
<br />ment. Seconded by Mr. Cox. Motion carried.
<br />Mr. Ed. Klemish brought in his map to show his
<br />roads.
<br />Mr. RObert Zaske: Dolomite St. N.W. The attorney
<br />said many calls had been made to his office about a lot
<br />on oatomite Street on which Mathew Builders had
<br />started building but which was being held up until the
<br />first of the week. The Board stated any calls made to
<br />the TownShip Attorney would be at the expense of the
<br />individual excepting for the Town Board, Planning &
<br />Zoning Commission, Clerk, Treasurer, BUilding In.
<br />spector and Highway Department. The survey on this
<br />lot was made before the 200 foot frontage was required
<br />but 40 feet had been sold off this lot. Mr. Cox moved this
<br />matter be tabled until the next meeting. Seconded by
<br />Mr. Hopperstad. Motion carried. .
<br />Mr. Hayes Quickstrom: Mr. Quickstrom requested a
<br />variance in Brookview Estates Block 1, lots 1 thru 6.
<br />Mr. Cox moved we grant this variance. Seconded by
<br />Mr. Hopperstad. Motion carried. This variance
<br />reduced the size by just a few feet b~cause of changing
<br />the line to an old road. The lots were over the
<br />requirement and this still left the lots larger than
<br />required.

<br />900 square inches. (2) Said newspaper is a weekly and is distributed at least once
<br />each week. (3) Said newspaper has 50% of its news columns devoted to news of
<br />local interest to the community which it purports to serve and does not wholly dupli-
<br />cate any other publication and is not made up entirely of patents, plate matter and
<br />advertisements. (4) Said newspaper is circulated in and near the municipality which
<br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers,
<br />has an average of at least 75% of its total circulation currently paid or no more than
<br />three months in arrears and has entry as second-class matter in its local post-office.
<br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and
<br />it has its known office of issue in the City of An'1ka in said county, established and
<br />open during its regular business hours for the gathering of news, sale of advertise-
<br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his
<br />employ and subject to his direction and control during all such regular business hours
<br />and at which said newspaper is printed. (6) Said newspaper files a copy of each
<br />issue immediately with the State Historical Society. (7) Said newspaper has com-
<br />plied with all the foregoing conditions for at least two years preceding the day or
<br />dates of publication mentioned below. (8) Said newspaper has filed with the Secretary
<br />of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affi-
<br />davit in the form prescribed by the Secretary of State and signed by Arch G. Pease
<br />and sworn to before a notary public stating that the newspaper is a legal newspaper.

<br />Mr. George Krepsky is ill today. Mr. Hopperstad ,ijklmnopqrstuvwxyz
<br />moved that we give Mr. Krepsky permission to erect a
<br />sample vacation home on the Maple Lodge pemises as
<br />per the recommendation by the Planning & Zoning
<br />Commission from May 15th to September 15, 1973.
<br />Seconded by Mr. Cox. Motion carried.
<br />Mr. Walter H. Walburg: Requested a variance on a
<br />lot he bought from Mr. Schake. Mr. Pittman said he
<br />hadc~'ecked out this lot and that it was satisfactory for
<br />building. Mr. Hopperstad moved we grant a variance
<br />on Parcel 2440 on the Schake property. Seconded by
<br />Mr. Cox. Motion carried.
<br />Dog Ordinance: Paragraph 0 changed. Section 5,
<br />changed. fee is 510.00. Sec. 20 changed. Mr. Hop.
<br />perstad moved we ~dopt the Dog Ordinance 73.6 as
<br />submitted. Seconded by Mr. Cox. Motion carried. Send

<br />Mr. Virgil Johnson came in about his fire. He does
<br />not ha ve any f ire insurance on the barn that burned on
<br />his property. Howe'ver, the Board did not feel that the
<br />people in Ramsey Township should have to ,pay for his
<br />fire because he did not carry fire issurance.
<br />Mr. Menkveld will check up on the location of the fire
<br />near h is property.
<br />From the many complaints and questions we receive
<br />about horses, it would seem. we might need some
<br />direction on this matter. ft was decided to refer this
<br />problem to a Horsemen's Council and see If they can
<br />police this problem.
<br />..Board of Review: About 20 problems were handled
<br />that night. Only three had changes made.
<br />Issuance of Variance Permits. Mr. Goodrich will
<br />make up a variance form which will be made out when
<br />a variance is granted and no building permits will tie
<br />issued without the presentation of this variance permit
<br />where it is required.
<br />Mr. Voit, Mr. Hagen, Mr. Hall, Mr. Bullick, and Mr.
<br />Fulton, all developers were present. They stated the
<br />engineer had checked out their roads in various
<br />developments and on some they were asked to put
<br />Class V but that when their roads were accepted this
<br />was not required except at intersections. Mr. Cox said
<br />these areas should be checked out before a decision js
<br />made and the developer should be contacted by the
<br />engineering firm so the developer can go out with the
<br />engineer when he checks their roads. The engineer will
<br />be here a t the next meeting.
<br />Mr. Fulton asked if they could get permits when they
<br />get the roads roughed in. Mr. Cox moved that we give
<br />building permits on Golden Eagles Estates providing
<br />the roads are accepted by the engineer and the bond is
<br />posted. Seconded by Mr. Hopperstad. Motion carried.
<br />Mr. Cox moved that Rodeo Hills Estates be granted
<br />_ the same as Golden Eagles Estates. Seconded by Mr.
<br />Hopperstad. Motion carried.
<br />Mr. Cox moved the meeting be adjourned. Seconded
<br />by Mr. Hopperstad. Motion carried. Meeting ad-
<br />journed at 12:10 a.m.
