SPECIAL MEETING RAMSEY TOWN BOARD October 30, 1972 The meeting was called to order at 8:00 p.m. by the Chairman~ Mr. Murphy at the Tec. Center. Present Mr. Cox, Mr. Hopperstad, Mr. Auspos and a planner, Mr. C. Tooker. Mr. Tooker presented a proposal for comprehensive planning for Ramsey Township. Question: What will happen at the next hearing if no boundaries are agreed upon. Perhaps they should ask Mr. Tooker to attend the November 9th meeting? We now have an eight month moratorium in which to come up with a comprehensive plan for lthe Township. Phase I is preparing a report that the Town Board could use before the MC. This means developing maps, a planning atlas, sketch plan and written sum- mary of all this information. We should begin looking at a longer range view of the community. Work at an understanding of the principles and concepts we are looking for. The new element not covered before is a survey of the economics and population trends in the area. Work on a regular basis with the Planning and Zoning Commission to get together a series of objectives we want to achieve. Second phase is to begin to be very critic al of sketch plan which has been done, to refine it and become more specific of what has been done. We have to take a thoughtful look at the whole area with regard to utilities, landuse, etc. and this would be done by updating the existing zoning ordinance. This should be done with the Planning and Zoning Commission on a regular meeting basis. We have a rea- sonable platting ordinance in effect now and it would not seem that we would have to develop another one now. We need support locally. Mr. Tooker said he would meet with any groups we would want him to meet with. Monticello applied for funding under #701 a long time ago. Now this fund has been cut back and there has been a shift by the state to funding regional planning. Those who had not received their money under #701 but who had been on the waiting list received let- ters stating there would not be any money available any more° Mr. Auspos asked about funds for police protection. Money is available by the federal government for joint communities police protection. Encourage the Planning and Zoning Commission to have contact with the people. Mr. Tooker would be available as a speaker at group or club meetings. Planning needs to be discussed locally. In this way they would get the support of the community. This should be included as part of the planning service. Perhaps planners for Anoka and Grow should have their planners
