SPECIAL MEETING RAMSEY TOWN BOARD <br /> October 30, 1972 <br /> <br />The meeting was called to order at 8:00 p.m. by the Chairman~ <br />Mr. Murphy at the Tec. Center. Present Mr. Cox, Mr. Hopperstad, <br />Mr. Auspos and a planner, Mr. C. Tooker. <br /> <br />Mr. Tooker presented a proposal for comprehensive planning for <br />Ramsey Township. <br /> <br />Question: What will happen at the next hearing if no boundaries <br />are agreed upon. Perhaps they should ask Mr. Tooker to attend <br />the November 9th meeting? <br /> <br />We now have an eight month moratorium in which to come up with a <br />comprehensive plan for lthe Township. Phase I is preparing a <br />report that the Town Board could use before the MC. This means <br />developing maps, a planning atlas, sketch plan and written sum- <br />mary of all this information. We should begin looking at a longer <br />range view of the community. Work at an understanding of the <br />principles and concepts we are looking for. <br /> <br />The new element not covered before is a survey of the economics <br />and population trends in the area. Work on a regular basis with <br />the Planning and Zoning Commission to get together a series of <br />objectives we want to achieve. <br /> <br />Second phase is to begin to be very critic al of sketch plan which <br />has been done, to refine it and become more specific of what has <br />been done. <br /> <br />We have to take a thoughtful look at the whole area with regard <br />to utilities, landuse, etc. and this would be done by updating the <br />existing zoning ordinance. This should be done with the Planning <br />and Zoning Commission on a regular meeting basis. We have a rea- <br />sonable platting ordinance in effect now and it would not seem that <br />we would have to develop another one now. We need support locally. <br />Mr. Tooker said he would meet with any groups we would want him to <br />meet with. <br /> <br />Monticello applied for funding under #701 a long time ago. Now <br />this fund has been cut back and there has been a shift by the state <br />to funding regional planning. Those who had not received their <br />money under #701 but who had been on the waiting list received let- <br />ters stating there would not be any money available any more° <br /> <br />Mr. Auspos asked about funds for police protection. Money is <br />available by the federal government for joint communities police <br />protection. <br /> <br />Encourage the Planning and Zoning Commission to have contact with <br />the people. Mr. Tooker would be available as a speaker at group <br />or club meetings. Planning needs to be discussed locally. In this <br />way they would get the support of the community. This should be <br />included as part of the planning service. <br /> <br />Perhaps planners for Anoka and Grow should have their planners <br /> <br /> <br />
