- 2-

get together with ours. If there are objections to the incorpor-
ation in court, there can be long drawn out litigation. Perhaps
our number one effort should be to work cooperatively with both
Anoka and Grow.

If we could ~et legislation to change the laws then theM could
give more power to the urban township.

On November 9th at the meeting in Anoka, we should bring up the
bad condition of the road leading to the landfill.

Cost of this plan would be $5100. Mr. Cox asked if the Planning
and Zoning Commission could help with the planning and if this
would cut down on the cost. Mr. Tooker said he would like to have
the Planning and Zoning Commission spend a lot of time on the plan-
ning but that he doesn't see how this could cut the cost of this
program. It is absolutely necessary to have the Planning and Zon-
ing Commission involved greatly in the planning. Cost is so high
because of the time it takes to get people to think along the
necessary lines for planning on long range goals. Problem is to
get the citizens concerned. Six to twelve months is the time
range for a plan. He thinks he should meet every other week with
the Planning and Zoning Commission.

We have a proposal from the Urban Planning & Design, Inc. for
$985o.

The County turned dorm Rodeo Hills plat because there was no access
to the creek and they didn't like the street names.

Contact Mr. Goodrich about being sure to publish the MC hearing
on Dec. 7th. Send Burns a copy of Rodeo Hills plat. Bulletin
board for front lawn at Town Hall should be ready.

Mr. Hopperstad moved we hire Charles T. Tooker as our planner at
$5100 in comparison to the $9850 that was proposed by Urban Plan-
ning and Design, Inc. Seconded by Mr. Cox. Motion carried.

Mr. Cox moved we pay $3,500 (this is $2,600 plus the $900 owed from
the incorporation preparation and planning) in the 1972 budget and
$2,500 in the following year's budget. Seconded by Mr. Hopperstad.
Motion carried. Mr. Tooker was asked to make a report to the Town
Board one hour before the regular meetings.

Three sites seem to be under consideration for the school; Mel
James farm, Mr. Elton Cox's land, and the George Smith farm. We
might share costs with the school to include community space.
Federal funds would be available for a library.

Discussion on sign on Roanoke St. N.W.

See Mr. Goodrich about the budget.

Mr. Cox moved the meeting be adjourned. Mr. Hopperstad seconded
the motion. Motion carried. Meeting adjourned at 10:00 p.m.

Re~pe c t. ful.12f ~Bbmi t%ed,
Deputy Clerk ./~
