SPECIAL HEARING <br /> <br /> Oct. ~, 1972 <br />The meeting was called to order at 8:00 p.m. by Mr, Murphy, Chair- <br />man of the Tovm Board. Present were Mr. Hopperstad, Mr. Pet~rson, <br />Mr. Goodrich, Town attorney, Mr. Reimann, Mr. Pittman, Mr. Ander- <br />son and Mrs. Guy, and Mr. Wurm~. <br /> <br />Sections of last Town Board meeting were read by ~rso Guy which ex- <br />plained the object of this special hearing. Mr. Murphy gave a revue <br />of the circumstances and reasons for the proposed moratorium for a <br />period of six or eight months. When Mr. Tooker, To~ Planner, was <br />hired he said he would tell us what he thought we should do ~th <br />regard to incorporation, whether he thought we should try it or not. <br />Upon studying the To~ship he stated he thought we should go ahead <br />with incorporation and that he thought we could make it all right. <br />He made many maps, some of which were displayed at this meeting and <br />explained by Mr. Murphy. Blt. ~urphy said he thought with things go- <br />ing ahead so rapidly in the Township that we really should have in- <br />corporation so that we could increase the board to five members in- <br />stead of three. Being a village would give us state aid for roads <br />and other revenue which we do not have as a township. We do have the <br />power of assessing. We also do not have the time that should be spent <br />on government. If the Metropolitan Sewer Board decides in ten years <br />that we should have sewer and we are not in a position to build our <br />own system, lthere isn*t much we can do about it. <br /> <br />Soils Map: We are asking for trouble because there have been lots <br />platted where water is standing on the land. <br /> <br />Subdivision ~ap: There are 14OO lots all ready available for build- <br />ing at this time. We 'don't have any parks in our Township. Some of <br />the land donated for parks is in low areas and probably cannot be <br />used for parks. Ten years ago there were 780 people here and now <br />there are 4,O00. In another year hhere v~ll probably be 5,000. An- <br />other elementary school is needed and no matter where it is built it <br />will cost us just as much money whether it is put out here or some- <br />where else. <br /> <br />Traffic Flow: 19,600 cars come out highway #10 every day. This <br />drops to 17,900 and then 17,200 as it goes through the Township which <br />mean~ ~hose dropping off are going up into the northern part of this <br />To~ohip. We have 80 roads in the Township at the present time~ <br />Erosion of untarred roads is an expense to the Tov~ship. We are re- <br />ceiving calls on water eroding lawns, etc. It would seem advisable <br />to hire a planner to look at the community and give us his recommen- <br />dations on zoning and the needs of the future of this community. <br />When the developer has gone the residents have to take care of the <br />problems brought on by developing, from that point on. <br /> <br />Question: How long will the moratori~ be in affect? Would it <br />possibly be extended? So far there has not been any determination <br />made but it is thought in the neighborhood of six to eight months. <br />We have three planners who are interested in giving us a bid on do- <br />ing a comprehensive plan for the Township. If we don't do this we <br />will have continuous shot gun development. Coon Rapids is till pay- <br />ing for not having done this long ago. Mr. Shar, the Township En- <br />gineer said we are maintain~M a lot of roads that are no good to <br /> <br /> <br />
