They will continue to
be sold and built on as usual. The only thing we would not do is
consider any new preliminary plats.

Would commercial or industrial zoned property be changed during the
moratorium. They were sure it would not be. Anyone having 5 acres
or larger could sell and buy no smaller than a 5 acre piece.

The decision on the length of the moratorium ~ll not be decided on
until a week from tonite. We already have a platting ordinance and
this will save on time and money for the planner.

Mr. Sha was aware of what the Metropolitan Sewer Board was going to
do last winter and told us about it. The Sewer Board had a project
of $11,O00,O00 going, out to the Tec School and we were going to be
assessed $3,000,000 mn Ramsey. Before this no one told us anything
about it. Mr. Sha made a study and found that because of the natural
drainage we could wait and perhaps put in our ov~ sewage system in
the future. Metropolitan Sewer Board has a copy of this report of
Mr. Sha's.

It was requested that we put as much teeth in this moratorium as
possible so that developers will not have to go through this again.
There should be no ways to go around this moratorium. It should be
adequate, clear and final. The 5 acre clause is in our new platting
ordinance. State law provides this size.

Question~ How ~ll this planner be financed. The Federal Govern-
ment will pay half. It paid half of Dayton's. Planners will be
checked out ?~th communities they have done work for before this.

At least one public hearing will be called before the new planning
and zoning is put in .

The next Town Board meeting will be held in Rooms 3A and 3B at the Tec.
School. Use the east parking loto

Question: Could we have the planner com~to the monthly meeting to
keep the public informed as to what he is doing? This can be done.
Concern that we will stay with a certain time for this moratori~E
and not extend it. Does not the money have to appropriated at the
annual meeting for such a project? Answer: Because we are so close
to a metropolitan area we can levy assessments and transfer money
from one fund to another.

Question: ~at about a service road along Highway 10? Comment: You
take your life in your hands every Sunday night. There are l~ times
more trains than there used to be a year ago.
