REGULAR MEETING OF RA3~SEY TOWN BOARD <br /> SEPTEMBER 18, 1972 <br /> <br />The meeting was called to order at 8:00 p,m. by the Chairman, Mr, <br />Murphy. Present were Mr. Cox, ~r. Hopperstad, Mr. ,Peterson and <br />Mr. Goodrich. Mr. Murphy informed those present that Mr. Scarbor- <br />ough had to move into Anoka due to his health and that Mr, Hopper- <br />stad had been appointed to fill out his term. Mr, Cox moved that <br />Mr. Hopperstad be appointed to fill out Mr. Scarborough~s te~m~, Mr. <br />Murphy seconded the motion. Motion passed. Mr. Peterson swore in <br />Mr. Jerry Hopperstad to fill Mr. Scarborough's term. <br /> <br />The minutes of the last stated meeting of the Board were read by Mr. <br />Peterson. Correction: The beer permit given to Mr. Turnquist was <br />for the Annual Fireman*s shoot. Salary for the weed inspector is <br />$300 annually. We will need salt for the roADS for this winter. Mr. <br />Cox moved the minutes be accepted with these corrections. Seconded <br />by Mr. Hopperstad. Motion carried. <br /> <br />N~nutes of the last stated meeting of the Planning and Zoning <br />mission were read by Mr. Reimann. <br /> <br />~nutes of the special meeting of the To%~ Board and the planning and <br />Zoning Con~ission were read by Mr. Peterson. Mr. Cox moved the <br />minutes be accepted as read. Seconded by Mr. Hopperstad. Motion <br />carried. <br />Report on the incorporation hearing on September 7th: the Metropo- <br />litan ~nicipal Commission told us to go back and meet with the City <br />of Anoka and Grow Tovmship on October 5th at 7:30 in the City Com- <br />missioner's Room. <br /> <br /> ~.~. Tooker and the Mr. Sha were requested to attend this meeting. <br /> Testimony before the Cormmission involves a plan study. Mr. Tooker <br /> described to the people present the maps on development in Ramsey <br /> Township. He stated that low land snd a possible high water table <br /> could be a serious matter. These v~ll cause natural limits on the <br /> use of some of this land. There has been a mixture of com~ercial and <br /> residential development along Highway ~lO. There are areas that have <br /> developed in a shot gmn fashion. Some time sewer and water will be <br /> necessary to serve all the residents in the Tov~ship and it would be <br /> very costly to provide because of the scattered developraent. Ser- <br /> vices for the Tov~ship would be provided from some point close to <br /> Anoka due to the natural drainage patterns. The problem of unre- <br /> str$cted development is cost when there is ~de separation between <br /> the various con~nunities. The major consideration for planning said <br /> Mr. johnson of the Municipal Commission, using as an example com- <br /> munities that have bemn entirely residential with no industry, have <br /> been doomed to failure because the residential units %~ithin this com- <br /> munity cannot pay for the services required. Such an example is <br /> Edina. Even the high cost housing in Edina could not pay for the <br /> services. Now they have developed an industrial park. In order to <br /> justify incorporation the plan that should be discussed by the Town <br /> Board and the Planning Cormmission and a guide to use for zoning is <br /> the expansion of the residential area together%~th the commercial <br /> area on Highway i~lO and to use Trott Brook as a dividing line to <br />~eperate the residential from the commercial areas. Basically it was <br /> a going back to the North Anoka Planning League. Agricultural areas <br /> wpuld have larger lot sizes. On the basis of the planning study that <br /> <br /> <br />
