Mr. ~.rphy read a list of the plats that have been <br />accepted recently. <br /> <br />l~or'thweat Intercepter: Mr. She: The Metrooolitan Sewer Board. had , year <br />a fmve plan for a sewer intercepter system that would have served <br />part of f[~tsey To~mship and part of Grow Township, It was assumed <br />it would be handled at the ~moka pl~t but Anoka cannot handle it. <br />First it must be determ~ined ~ere it ,~lll~!andled and then where it <br />~;~ll go. The most economical sewer system is one that takes advan- <br />tage of the drainage pattern in the area. Part of our drainage goes <br />to 'the Ikuu River and part goes to the Mississippi River. Sewer v~ll <br />probably come into the southeastern part of the Township first. Some- <br />thing is going to have to be done to encourage development in the <br />southeast part of tho Township. The costs are mainly to the streets <br />and therefore i~ the services could be put in before the streets are <br />blacktopped this helps, Some communities put in cheap street con- <br />struction before the services are put in. Eventually we v~ll have a <br />~ater supply problem. If the sewage is handled first then it saves a <br />lot of money, He said we have a good set of ordinances in this Term-ship. <br />Ril~t now we do not have the administration to take advantage of them <br />because we only have part time a~inistration. Development is occur- <br />ring faster than we have been able to handle it, Ideally there are <br />some things we can do ~dthin the law. In the best interests of the <br />core,unity encourage development in the southeast co~ner. Street <br />grad~mg, e~ far, ~s a~ead ~f tSe development. People in the To~aship <br />are going to spend alot o£ morley in the development of these streets <br />before there is enouf~ residential building to carry the cost. You <br />have to have the assessed valuation before you can build a sex:~er <br />system. Proper plan~ing saves raoney. The depth of the well determines <br />the time it takes the pollution to get do~m to the water level.. The <br />first pollution is chemical pollution. ~O% solids will eventually <br />plug up the soil. Generally 7 years is the length of time for 'the <br />service of an FHA septic system. Oversize septic tanks can last up <br />to 20 years. The Metropolitan Sewer Board csm put in a sewer system <br />for R~mlsey Township t~thout their blessing. The Metropolitan Sewer <br />Plan will go into effect by Jam~a~y lsto Thought should be given to <br />putting houses on a certain place on large lots so sewers and streets <br />can be put in without disturbing the buildings. Sealed wells are a <br />great thing. <br /> <br />Mr. Murphy stated that after consulting our o~n attorney and the Leagme <br />of Manicipalities it was learned that a moratori~,~ is legal and may <br />be needed to consider roads, sanitation, etc. and it seems well to <br />consider 'this at this time. It would be published in the paper and <br />a hearing would be held lO days after publication which would be on <br />October 9th, a combined meeting of the Town Board and the Planning <br />and Zoning Commission. We are not opposed to developers or to de- <br />velopment. We just want some order to it. Mr. Cox moved that we <br />have a public hearing lO days after publication of this matter in the <br />~ogal paper and the shopoer and hold a public hearing and special <br />lovm B~a~d meeting at 8:00 p,m, Seconded by Mr. Hopperstad.
