<br />REGULAR MEETING OF THE <br />RAMSEY TOWN BOARD <br /> <br />May 15. 1972 <br /> <br />ER'S AFFIDAVIT OF PUBLICATI01" <br /> <br />The meeting was called to order at 8:00 p.m. by the <br />Chairman. Mr. Murphy. Present were Mr. <br />Scarborough. Mr. Cox and Mr. Peterson. Clerk. and <br />Mr. Goodrich. Tow~Ship Attorney. ' <br /> <br />'I' <br />The minutes 01 the last stated meeting were read by <br />Mr. Peterson. Correction-street work discussed was <br />between No. 56 and No. 57 roads: Mr. Cox moved the <br />minutes be accepted with this correction. Seconded by <br />Mr. Scarborough. Malian passed. <br /> <br />Question: Did Oak Grove Township file for <br />incorporation? <br />Answer: No. <br /> <br />Mr. Murphy told .the people present about the <br />incorporation meeting which had been held at the Tee. <br />Center on May 9th. Mr. Cox moved that we ask Mr. Sha <br />to recommend three pianners to the Town Board. Mr. <br />Scarborough seconded the motion. Motion passed. <br /> <br />Mr. Goodrich said he had contacted Mr. Lorenson on <br />Highway No. 10 across from the Tee,. ce\Ulr ,about I <br />posting a $3.000 bond to be sure'that pr?,p.ert,y ""~)'i.aned <br />up belore he moves out. and that Mr...Lol'e~n had <br />relused stating he could not get on:. It has been reported that he is tlirowing <br />some stuff in the r~ver. <br /> <br />The Dog Clinic on Saturday was declared a success <br />with Dr. Andberg giving the vaccinations and Mr. <br />Peterson issuing the licenses. 113 licenses have been <br />issued. Mr. Goodrich was asked to write up a change <br />for the present dog ordinance and present it at the next <br />metting. Mr. Cox moved we have the attorney draw up <br />Iwo changes in the dog ordinance to be reviewed at the <br />next meeting. Mr. Scarborough seconded this motion. <br />Motion passed. <br /> <br />Equalization "meeting was discussed. Statement <br />made that a $25.000 home in Ramsey Township is taxed <br />$140.00 less than the same home in Anoka. <br /> <br />A report was made by Mr. Pittman on the new state <br />building code. In the case 01 modular homes. the only <br />inspection is made on the electric work in the basement <br />and on Ihe basement and outside plumbing. On these <br />matters our ordinance prevails. The state can only <br />control the construction of the modular home itself. <br />The size. the square looting. is up to Ihe local agency. <br />After July 1st all must have frost foolings. Any building <br />over 300 sq. fl. has to have frost footings. <br /> <br />41 building permits have been issued between last <br />meeting and this meeting. 128 permits have been <br />issued since the first of the year. . <br /> <br />In the, absence 01 Gary Riemann. Mr. Peterson read <br />the minutes of the Planning and Zoning Commission. <br />Mr. p1etefson ,la'lso' read the 'minuteS of the public <br />hearing on the Peltzer rezoning matter. <br /> <br />Mr. Scarborough stated he thought some of our <br />iowlands should be kept as lowlands and not drained or <br />filled in. <br /> <br />Mr. Scarborough moved we approve the rezoning of <br />4.7 acres of Peltzer's land from residential to <br />commercial. Seconded by Mr. Cox. Motion passed <br />unanimously. <br /> <br />Signs: Mr. Cox had a drawing of a sign to be pUlout <br />in front of the Ramsey Town Hall. The upper part <br />would cost $325.00 lettered on both sides. The lower <br />part would cosl $385.00 plus $1.05 per letter. In view 01 <br />the cost. Mr. Scarborough suggested having a bulletin <br />board buill for this purpose. He suggested getting a <br />price on a 4 x 6 and a .4 x 8 sign, He suggested Mr. <br />Gabrielson. <br /> <br />Mr. Murphy said he had talked to Mr. Perovich and <br />Mr. Gesko about the landfill. They agreed it is in bad <br />shape. It should be cleaned up and fenced. This landfill <br />is operating without a license from the P.C.A. On <br />renegotiating this with the City of Anoka. both the <br />Ccmmission and Ihe Town Board should be involved. <br />Mr. Scarborough feels this contract with Anoka should <br />be renegotia.ted. so Ihat it is completely leg!'1. <br /> <br />Mr. Scarborough moved we cancel the agreement <br />with Elk River Fire ,Department and use only Ihe <br />Anoka Fire Department. Mr. Cox seconded this <br />motion. Motion passed. . <br /> <br />r- <br /> <br />Impounding of cars that have been involved in a fire r. <br />in the Township. This matter was tabled until next <br />meeting. <br /> <br />When the landfill licensing comes up belore Ihe <br />State. Ramsey Town Board can indicate they are not <br />happy with the way in which it has been run and <br />stipulations <an 'be included in this contract which <br />would take care of some of these matters. <br /> <br />153rd & Rhinestone. A petition with 11 signers was <br />received asking that this corner be cleaned up. It was <br />referred to our attorney. <br /> <br />Fire Call-Dickensons and International Harvester. <br />Dickenson's renter started the fire and it blew onto the <br />International Harvester land. Mr. Cox stated he did not <br />feel the Dickensons were 100 percent responsible for <br />Ihis fire. Mr. Scarborough asked the attorney to get an <br />. opinion Irom the Anoka Fire Department and Ihen take <br />it to the County Attorney. Mr. Cox moved that we send <br />a bill to Mr. Peterson of International Harvester for <br />this fire call. Seconded by Mr. Scarborough. (4) Said newspaper is circulated in and near the municipality which <br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers, <br />has an average of at least 75% of its total circulation currently paid or no more than <br />three months in arrears and has entry as second-class matter in its local post-office. <br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and <br />it has its known office of issue in the City of An.Jka in said county, established and <br />open during its regular business hours for the gathering of news, sale of advertise- <br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his <br />employ and subject to his direction and control during all such regular business hours <br />and at which said newspaper is printed. (6) Said newspaper files a copy of each <br />is~ue immediately with the State Historical Society. (7) Said newspaper has com- <br />plied with all the foregoing conditions for at least two years preceding the day or <br />dates of publication mentioned below. (8) Said newspaper has filed with the Secretary <br />of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affi- <br />davit in the form prescribed by the Secretary of State and signed by Arch G. Fire Call never paid. <br />was instructed to put it on the tax rolls. <br /> <br />Mr. Roger Dickenson asked why the names on <br />streets in his area Llama,' Alpaca, ete. had been <br />changed. The attorney was asked to check this out with <br />the County Attorney. <br /> <br />Mr. Pittman issued a building permit in March and <br />now the builder has decided not to build. He asked how <br />far back we go in refunding money on such a permit. <br />As long as the 90 days are not up. the money will be <br />relunded. After 90 days the permit is dead. <br /> <br />Anyone who wished 10 sign the petition for <br />incorporalion could do so. or it could be signed at the <br />home 01 Mr. Peterson. the Clerk. <br /> <br />Mr. Cox hada map of the Township presented to him <br />by Mr. Barstow. who wanted guidance as to where to <br />do road work. He was told to refer this matter to the <br />Planning and Zoning Commission. <br /> <br />Some people have been requesting "Dead End" <br />signs on their road. M~'. Barstowwas asked to put these <br />up. t~: I <br /> <br />It was suggeslel'lhat the names 01 the two Fire <br />Wardens be put on t.he directory. <br /> <br />Mr. Scarborough moved that a table be built for the <br />Town Hall to replace the worn out table thaI is there, <br />now. having it for the next meeting. 3 x 8 or 3 x 10. This <br />motion was seconded by Mr. Cox. Motion passed. <br /> <br />Mr. Bulen asked about the request 01 Mrs. Carter at <br />/he last meeting 10 put up a ballroom. Mrs. Carter did <br />not come' to the Planning and Zoning Commission <br />meeting with her plans. Mr. Bulen was referred to the <br />Planning and Zoning Commission about this matter. <br /> <br />Mr. Hoium brought a preliminary plat 01 Hall- <br />Anderson Acres on County Road No. 47 with 90 acres <br />and 59 lots. This plat had been passed by the Planning <br />and Zoning Commission. Mr. Scarborough moved this <br /> <br />plat be accepted with the temporary cui de sacs <br />suggested by the Planning and Zoning Commission. <br />Mr. Cox seconded the motion. Motion passed. 72 <br />19. .. <br /> <br />Mr. Hoium had a plat of Sports Haven on Variolite, <br />preliminary. with 40 acres and 19 lots. 2 acres of park <br />land. This plat has been passed by the Planning and <br />Zoning Commission. Mr. Cox moved this plat be <br />accepted. Seconded by Mr. Murphy. Motion passed. <br /> <br />Mr. Hoium brought the preliminary plat for ROiling <br />Green Addition on 167th Ave. N.W. with 38 acres and 31 <br />iots. This plat had been passed by' the Planning and <br />Zoning Commission. Mr. Cox moved this plat be <br />accepted. Seconded by Mr. Murphy. Motion passed. <br />These people will pay $20 per acre toward parks. <br /> <br />Mr. Hoium presented Greenland Hills Plat No.2. <br />See. 21 on Armstrong Road and 152nd. final plat. 40 <br />acres. 26 lots. This plat has been passed by the <br />Planning and Zoning Commission. Mr. Cox moved this <br />pl~t be accepted. Seconded by Mr. Murphy. Malian <br />passed. <br /> <br />Mr. Praseh and Mr. Chapman presented a <br />preliminary plat of Ramsey Terrace on County Road <br />No. 57 with 55 acres. 42 lots and 4.7 acres in park land. <br />This plat has been passed by the Planning and Zoning <br />Commission. Mr. Cox moved this plat be accepted. <br />Seconded by Mr. Murphy. Motion passed. <br /> <br />Mr. Cox moved' we adjourn, Mr. Murphy seconded <br />the Motion. Motion passed.
