<br />PRINTER'S AFFIDAVIT OF PUBLICATION <br /> <br />REGULAR MEETING OF <br />RAMSEY TOWN BOARD <br /> <br />Decem ber 20, 1971 <br /> <br />The meeting was called to order by Mr. <br />Scarborough, Chairman, at 8:00 p.m. Present were Mr. <br />Gorham and Mr. Peterson. Mr. Murphy came in later <br />on. <br /> <br />The minutes of the last stated meeting were read. <br />Mr. Gorham moved the minutes be accepted as read. <br />Seconded by Mr. Scarborough. <br /> <br />Weed Control Report made by Mr. Hunt was read by <br />Mr. Peterson. Mr. Scarborough moved the report be <br />accepted as read. Mr. Gorham seconded the motion. <br /> <br />Minutes Of the last stated meeting of the Zoning <br />Commission was read by Mr. Reimann. Addition to the <br />minutes-"Road signs should be paid for and put up by <br />the developers". Mr. Scarborough moved the minutes <br />be accepted with this addition. Mr. Gorham seconded <br />the motion. <br /> <br />Street Sign Report: Mr. Peterson said that all but <br />three signs have been put up. Mr. Hagen requested we <br />check the signs in his area. We may have to change two <br />signs in this area. The bill was for $4,784.35. The bid <br />was for 163 signs at $4088.65. However, 186 signs were <br />put up less three installations. Mr. Scarborough moved <br />we pay this bill of $4,784.35 but hold back $500.00 until <br />all signs and installations have been completed. <br />Seconded by Mr. Gorham. <br /> <br />Discussion on a wrong street sign-Kamite. The <br />correct name is Kamacite but the post office had given <br />the name of Kamite to the people living on this streel <br />and so all their addresses, printed, etc. have been <br />made for Kamite. This prOblem will be checked out. <br /> <br />The Town board has received a letter from Mr. Sha, <br />Township Sanitation Consultant, regarding a question <br />about the sanitation system for Mr. Menkveld's <br />proposed trailer park. The sanitation system must be <br />accepted by the Metropolitan Sewer Board and the <br />consultants of the TownShip of Ramsey. <br /> <br />Mr. Scarborough told those present about the <br />meeting of the Town Board and the Zoning Commission <br />with the attorney about drawing up a platting <br />ordinance for Ramsey Township. <br /> <br />Snowplowing: Mr. Richard Barstow gave a report on <br />this SUbject. Mr. Murphy said he had a firm contract <br />with Lawrence Krueger of Champlin. Mr. Barstow <br />thinks snowplowing this winter will be quite prompt. <br /> <br />Dog Ordinance. A notice has been published in the <br />Anoka Union that from now on the dog ordinance in <br />Ramsey Township will be enforced. The dog catcher <br />will pick up dogs without licenses. Mr. Peterson said <br />some dog licenses had been sold recently. <br /> <br />Discussion in relation to our present kennel. <br />Ques tion-if a dog bites someone, and the dog is an <br />expensive one, will the Town Board allow the owner to <br />put the dog in another kennel or in a dog hospital for the <br />14 days he must be confined. Mr. Gorham will check <br />with the Humane Society as to whether the present <br />kennel, in Ramsey Township is adequate. <br /> <br />A request was read wh ich had been received from <br />Mr. DeZiel for a Sunday liquor license. He is building <br />anaddition which is to be completed in early March on <br />his present restaurant and will then be open on <br />Sundays. Mr. Scarborough moved that the proper steps <br />be ta ken to place this question on the March election <br />ticket. <br /> <br />Voter Registration-<lue to the new streets and house <br />numbers in Ramsey TownShip. All people whose <br />addresses have been changed will have to have their <br />addresses changed on the voter registration books. <br /> <br />Question on snowmobile restrictions. Last year we <br />had a coupleof people who volunteered to organize and <br />pOlice their own group of snowmobiles. Mr. <br />. Scarborough suggested we try to cooperate with the <br />snowmobile people and in turn get their cooperation. <br />Mr. Scroggins said the ones who were a nuisance as a <br />rule didn't belong to a club and Mr. scarborough <br />agreed. with this. However, we donlt want to load our <br />books with snowmobile regulations. The state has quite <br />a few restrictions at this time. <br /> <br />DiSCUSSion about a barn near Hy. 56 and 5 which may <br />be used for repairing cars. <br /> <br />The base for the crOSSing signals is in. <br /> <br />DiScussion on distribution of Ramsey Township <br />directories. It was decided to ieave them to be picked <br />up at various business houses. <br /> <br />Discussion on payment of assessor I Mr. Larson. Mr. <br />Murphy moved we pay Mr. Larson on a quarterly basis <br />and pay him one.quarter before January 1st. The <br />assessing year is October 1st to October 1st. Seconded <br />by Mr. Scarborough. <br /> <br />Next meeting on the platting ordinance with the <br />Town Board and the Zoning Commission will be in <br />attorney Goodrich's office on January 10th. <br /> <br />Mr:-Murphy moved we adjourn the meeting. <br />Seconded by Mr. Gorham. (4) Said newspaper is circulated in and near the municipality which <br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers, <br />has an average of at least 75% of its total circulation currently paid or no more than <br />three months in arrears and has entry as second-class matter in its local post-office. <br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and <br />it has its known office of issue in the City of Anoka in said county, established and <br />open during its regular business hours for the gathering of news, sale of advertise- <br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his <br />employ and subject to his direction and control during all such regular business hours <br />and at which said newspaper is printed. (6) Said newspaper files a copy of each <br />issue immediately with the State Historical Society. (7) Said newspaper has com- <br />plied with all the foregoing conditions for at least two years preceding the day or <br />dates of publication mentioned below. (8) Said newspaper has filed with the Secretary <br />of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affi- <br />davit in the form prescribed by the Secretary of State and signed by Arch G.
