I

I

step. Likewise, parts of steps 2 and 3 have been completed by City staff. Our
budget reflects a reduced cost to the City provided that past research results
are supplied to this consultant.

Table 1 also includes two optional steps. Although we recommend the City use
our assistance in steps 7 and 8, we provide you the option of completing these
tasks yourself.

Project Budget

Estimated charges for each phase of the proposed study and evaluation are
included in Table 2. Ail estimates are based upon the current understanding of
this consultant. Final fees will be based upon a negotiated detailed work
program developed in cooperation with the staff of the City of Ramsey. This
consultant's average hourly rate is $35.00 per hour. Other charges are
included for report typing, editing, layout and subcontractor fees. The total
project budget, including optional steps 7 and 8, is $6,550. The total without
steps 7 and 8 is $5,100.

Study Schedule

The process and approach identified in the Work Program and Objective section
is a fairly short duration project under normal conditions. We propose to
complete steps 1 through 6 in the Work Program within a period of 60 days,
unless the staff wishes to review major products of steps within the process.
Upon completion of the bid documents, the consultant would propose to follow
the schedule proposed by the City of Ramsey in completing steps 7 and 8. We
would be available to move as rapidly as desired by the City. However, we
recognize that numerous approvals by the City Council and bid notification
requirements do exist, which will place delays on the rapid completion of these
tasks. Upon receipt of submitted bids and proposals from vendors, this
consultant could work with City staff to complete steps 7 and 8 within a period
of 30 days.

Qualifications and Experience

The Firm

Gunnar Isberg and Associates, a management and planning consulting firm,
headquartered in Northfield, Minnesota, has been in existence since September,
1980. Gunnar C. Isberg has been a management and planning consultant since
1976 when he was Planning Director for SMSQ Architects in Northfield.
