With <br />this in mind, the following description was developed to acquaint you with our <br />attitudes and approach to management and planning assistance. A basic <br />assumption of our firm is that, through the preparation of management plans and <br />the adoption of policies to carry them out, local officials have a positive <br />impact on the future of their communities. No plans or regulations, or <br />research studies, or a single individual can predict the future or guarantee <br />that certain events will occur. However, by studying past trends and existing <br />situations in each community and developing proper forecasts of future trends, <br />we can identify what future situation and needs are likely to confront the <br />community. With this perspective, policy guidelines can be developed which can <br />be followed in making decisions today that will be the most advantageous in the <br />future. <br /> <br />In understanding this task, the members of this firm believe in a practical <br />problem solving approach to our management and planning assistance. A program <br />should attempt to solve as many major issues as possible. This means that our <br />programs must be tailored to the needs of each individual project or community. <br />While certain principles and standards are transferrable from one situation to <br />the next, many management and planning programs, because of their unique needs, <br />will differ between communities and clients. This also means that our <br />recommendations must be realistic and capable of implementation. A <br />step-by-step procedure for carrying out the recommendations of our study is <br />included as an integral part of our products. Finally, our practical approach <br />necessitates a close working relationship with our clients, as well as <br />professionals from a variety of fields, such as engineering, law, city <br />management, and so on. A close relationship between the consultant and client <br />and other professionals is essential if sound, workable recommendations are to <br />result from our assistance. In summary, the members of this firm believe that <br />the major role of this consultant should be to provide technical services, and <br />if necessary, policy recommenndations. While we are willing to make specific <br />recommendations, in the final analysis, it is the client who must make the <br />decisions. In the case of public agencies, this means that elected officials, <br />city staff and citizens in general must be involved in the formulation and <br />approval of project's plans. Such involvement and cooperation allows this firm <br />to technically express the management and planning needs and goals related to <br />us by our clients.
