i b) Preliminary Approval - At this point, Council should review all aspects of the Rum River Hills PUD to be sure you are satisfied ~ with it because after you give preliminary approval, the developer I~ commences preparing some very costly plan which he has to do ~ ~ , t~ for final approval and these are based on what was approved ~ ~-~ ~ at this stage.
