I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> FINDINC.~ OF FAC'I' <br />RUN RIVER Hlr.?.c: PLANNED UNI'~ DEVELOPiqEN~ <br /> <br />1) That the applicant has properly applied for the approval of a Planned Unit <br />Development known as Rum River Hills. <br /> <br />2} That the applicant appeared before the Planning and Zoning Commission, Park and <br />Recreation Commission and City Council for concept approval. <br /> <br />3) That all the commissions approved of the applicant's concept and that the minutes <br />of their meetings are hereby incorporated by reference. <br /> <br />4) That the applicant's request includes zoning for residential, rural business <br />and recreational open space. <br /> <br />5) That the concept is consistent with Ramsey's Comprehensive Plan. <br /> <br />6) That the applicant's request is for 20 (twenty) residential units, 13 (thirteen) <br />acres of rural business and 6 (six) acres of future multiple family residential. <br /> <br />7) That the City ordinance would permit 19 (nineteen) ~mits of residential units <br />using increases allowed by ordinance. <br /> <br />8) That with the added area of the White Pines Park and portions of some residential <br />lots in White Pines Estates will allow for one additional residential site. <br /> <br />9) That the property previously rezoned as rural business and that which is addressed <br />in the Comprehensive Plan is approximately thirteen (13) acres in size which is <br />consistent with the applicant's request. <br /> <br />10) That the two parcels designated as outlots for future development with multiple <br />dwellings shall not be developed until such time as municipal services (City sewer <br />and water) are available. <br /> <br />11) That the plan is designed to form a desirable and unified development within <br />its own boundaries. <br /> <br />12) That the proposed uses .will not be detrimental to present and ~uture land uses <br />in the surrounding area. <br /> <br />13) That there are no variances requested to any standard requirements of the zoning <br />and subdivision ordinance. <br /> <br />14) That the plan will not create an excessive burden on parks, schools, streets <br />and other public facilities and utilities which serve, or are proposed to serve, <br />the planned development. <br /> <br />15) That the planned development will not have an undue and adverse impact on the <br />reasonable enjoyment of neighboring property. <br /> <br />16) That concept approval was based on only one access from State Highway #47° <br /> <br /> <br />
