August 1983 <br /> <br /> NMB STAFF STUDY GUIDES <br />AREA PROPOSED FOR PROCESSING INVENTORY' <br />METRO SEARCH <br /> <br />RM~EY <br /> <br />The area has been proposed for transfer/storage, chemical treatment and incinera- <br />tion. A hearing on this matter was held March 21, 1983 at 1:00 p.m. and <br />7:30 p.m. in the Ramsey City Hall. Sharon Decker, Project Manager; Kathy <br />Moore, Community Representative;' and A1 Kowalchyk, Special Assistant Attorney <br />General, appeared on behalf of the Waste Management Board. The hearing examiner <br />was Howard Katbel. <br /> <br /> Identification of Area <br /> <br />The proposed area is an approximately two squ~re mile area located north <br />of Highway 10 and the Burlington Northern Railroad tracks, extending from <br />Puma Street to Sunfish Avenue and the Ramsey city boundary. <br /> <br />Sun~n~y of Main Issues <br /> <br /> The area is currently not served by city sewer and wate~ and plans to extend <br /> the sewer lines were changed recently. Numerous concerns for soil conditions <br /> and transportation access were expressed at the hearing. The Hearing Examiner"s <br /> report for this area differed substantially from all other Hearing Examiner!s <br /> reports on the other proposed areas in the Examiner's presentation and selection <br />-of data concerning the area. <br /> <br />Existing Industrial Development- <br /> <br />The industrial area in Ramsey is largely undeveloped. The area contains <br />the Gateway North Airport, a concrete manufacturer, Minnesota Sawdust and <br />Shavings, Renner and Sons. well contractors, punch and dye, and geveraT-other <br />operations (Exhibit XX, ZZ). Directly to the north of the area is the Waste <br />Management Incorporated Anoka Landfill. South of this'landfill area is a <br />candidate sanitary landfill site submitted by Anoka County to the Metropolitan <br />Council '(Site Pl. The landfill area has been conditionally certified by PCA <br />as intrinsically suitable for a solid waste landfill if a double ]in&r and <br />leachate collection system is used. (Exhibit EEE) <br /> <br /> Proposed Industrial Development <br /> <br /> The area is zoned for industry and city plans call fir continued industrial <br /> development. The city's industrial land use goals call for concentrating <br /> ~ndustrial development in larger areas where it can be made compatible wi.th <br /> surrobnding land uses and provi-di~g-sufficient areas for industrial expansion. <br /> (Exhibit WWJ <br /> <br /> Proximity to Residential Development <br /> Residential development on fairly large lots is lpcated to the north and <br /> east of the area.. There are a few scattered homes within the industrial ' <br /> ar~a along Ramsey Blyd. The industrial area, however, is large and mostly <br /> undeveloped and'there wquld be ample space within the at~a to provide a.buffer <br /> from residential areas. There is a trailer park located south of the a~ea, <br />'south of the'BN railroad tracks. (Exhibit WW) <br /> <br /> <br />
